4-AN ACT concerning transportation.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Illinois Vehicle Code is amended by
8-changing Sections 3-606, 3-606.1, and 3-610.1 as follows:
9-(625 ILCS 5/3-606) (from Ch. 95 1/2, par. 3-606)
10-Sec. 3-606. Members of General Assembly. Upon receipt of a
11-request of a member of the General Assembly, accompanied by
12-the appropriate application and fee, the Secretary of State
13-shall issue to the member 2 plates as described in this
14-Section. Except as otherwise provided in this Section, if If
15-the member so requests, the Secretary shall issue 2 identical
16-sets of such registration plates for use on 2 different motor
17-vehicles. A member may request that the Secretary of State
18-issue registration plates in the name of a corporation when
19-the corporation owns or leases the vehicle to be registered
20-and the member is an officer or director of that corporation.
21-Such registration plates shall be issued for a 2-year period
22-beginning January 1 of each odd-numbered year and ending
23-December 31 of the subsequent even-numbered year. If the
24-application is from a member of the Senate, there shall appear
25-on the rear plate, in addition to the designation of the State
26-and the year for which the license was issued, the word

35-number of the senatorial district of the member. On the front
36-plate, there shall appear appropriate wording or abbreviation
37-indicating that the holder is a member of the Senate. If the
38-application is from a member of the House of Representatives,
39-there shall appear on the rear plate, in addition to the
40-designation of the State and the year for which the license was
41-issued, the word "official" and appropriate wording or
42-abbreviation indicating that the holder is a member of the
43-House of Representatives, followed by the number assigned to
44-the member. On the front plate, there shall appear appropriate
45-wording or abbreviation indicating that the holder is a member
46-of the House of Representatives. Numbers 1 through 118 shall
47-be assigned and members with the longest length of service as
48-members of the legislature shall be given the lower numbers.
49-When members have an equal length of service, the lower
50-numbers shall be given in alphabetical order based on
51-surnames.
52-A member of the General Assembly who has a disability as
53-defined under Section 1-159.1 may request one set of
54-specialized plates which display the International Symbol of
55-Access and shall be subject to the provisions within Section
56-3-616. The set of specialized plates displaying the
57-International Symbol of Access shall only be issued along with
58-the assignment of a corresponding disability placard that must

76-that member's surviving spouse shall be entitled to retain the
77-plate so long as the surviving spouse is a resident of Illinois
78-and transfers the registration to his or her name within 90
79-days of the death of the retired member.
80-A retired member of the General Assembly who has a
81-disability as defined under Section 1-159.1 may request one
82-set of specialized plates which display the International
83-Symbol of Access and shall be subject to the provisions within
84-Section 3-616. The set of specialized plates displaying the
85-International Symbol of Access shall only be issued along with

88-the assignment of a corresponding disability placard that must
89-be displayed in the vehicle. The surviving spouse of the
90-retired member shall not be entitled to retain this plate.
91-"Retired member" means any individual who (a) has served
92-as a member of the General Assembly for a minimum of 6 years,
93-or (b) is 62 or older, has served as a member of the General
94-Assembly for a minimum of 4 years, and retired prior to the
95-convening of the 83rd General Assembly.
96-The fees and procedures relating to such plates for
97-retired members of the General Assembly shall be the same as
98-the fees and procedures applicable to personalized plates
99-issued under this Code.

115-An applicant shall be charged a $15 fee for original

117-additional fee shall be deposited into the Secretary of State
118-Special License Plate Fund. For each registration renewal
119-period, a $2 fee, in addition to the appropriate registration
120-fee, shall be charged and shall be deposited into the Retired
121-Members of the Illinois Congressional Delegation Fund.
122-A retired member of the Illinois Congressional delegation
123-who has a disability as defined under Section 1-159.1 may
