1717 2 Be it enacted by the People of the State of Illinois,
1818 3 represented in the General Assembly:
1919 4 Section 5. The School Code is amended by changing Sections
2020 5 10-22.39, 21B-20, 21B-25, and 21B-45 as follows:

2222 7 Sec. 10-22.39. In-service training programs.
2323 8 (a) To conduct in-service training programs for teachers.
2424 9 (b) In addition to other topics at in-service training
2525 10 programs, educator licensees must be trained in the following
2626 11 topics at least once every 5 years: prevalent health
2727 12 conditions of students, social-emotional learning practices
2828 13 and standards, developing cultural competency, identifying
2929 14 warning signs of mental illness, trauma, and suicidal behavior
3030 15 in youth, domestic and sexual violence and the needs of
3131 16 expectant and parenting youth, working with exceptional
3232 17 students, educator ethics, and child sexual abuse and grooming
3333 18 behavior. In-service training programs may satisfy
3434 19 Professional Educator License renewal requirements under
3535 20 Section 21B-45.
3636 21 Educational support personnel may be exempt from
3737 22 in-service training if the training is not relevant to the
3838 23 work they do.

8585 1 School nurses under Section 10-22.23 of this Code are
8686 2 exempt from the training on prevalent health conditions of
8787 3 students under this subsection (b).
8888 4 at least once every 2 years, licensed school personnel and
8989 5 administrators who work with pupils in kindergarten through
9090 6 grade 12 shall be trained to identify the warning signs of
9191 7 mental illness, trauma, and suicidal behavior in youth and
9292 8 shall be taught appropriate intervention and referral
9393 9 techniques. A school district may utilize the Illinois Mental
9494 10 Health First Aid training program, established under the
9595 11 Illinois Mental Health First Aid Training Act and administered
9696 12 by certified instructors trained by a national association
9797 13 recognized as an authority in behavioral health, to provide
9898 14 the training and meet the requirements under this subsection.
9999 15 If licensed school personnel or an administrator obtains
100100 16 mental health first aid training outside of an in-service
101101 17 training program, he or she may present a certificate of
102102 18 successful completion of the training to the school district
103103 19 to satisfy the requirements of this subsection.
104104 20 Training regarding the implementation of trauma-informed
105105 21 practices satisfies the requirements of this subsection (b).
106106 22 A course of instruction as described in this subsection
107107 23 (b) may provide information that is relevant to and within the
108108 24 scope of the duties of licensed school personnel or school
109109 25 administrators. Such information may include, but is not

123123 3 (2) the relationship between educator wellness and

125125 5 (3) the effect of trauma on student behavior and

127127 7 (4) the prevalence of trauma among students, including
128128 8 the prevalence of trauma among student populations at
129129 9 higher risk of experiencing trauma;
130130 10 (5) the effects of implicit or explicit bias on
131131 11 recognizing trauma among various student groups in
132132 12 connection with race, ethnicity, gender identity, sexual
133133 13 orientation, socio-economic status, and other relevant
134134 14 factors; and
135135 15 (6) effective district practices that are shown to:
136136 16 (A) prevent and mitigate the negative effect of
137137 17 trauma on student behavior and learning; and
138138 18 (B) support the emotional wellness of staff.
139139 19 (b-5) The training regarding prevalent health conditions
140140 20 of students required by this Section shall include, but is not
141141 21 limited to, all of the following:
142142 22 (1) Chronic health conditions of students.
143143 23 (2) Anaphylactic reactions and management. Such
144144 24 training shall be conducted by persons with expertise in
145145 25 anaphylactic reactions and management.
146146 26 (3) The management of asthma, the prevention of asthma

157157 1 symptoms, and emergency response in the school setting.
158158 2 (4) The basics of seizure recognition and first aid
159159 3 and appropriate emergency protocols. Such training must be
160160 4 fully consistent with the best practice guidelines issued
161161 5 by the federal Centers for Disease Control and Prevention.
162162 6 (5) The basics of diabetes care, how to identify when
163163 7 a student with diabetes needs immediate or emergency
164164 8 medical attention, and whom to contact in the case of an
165165 9 emergency.
166166 10 In consultation with professional organizations with
167167 11 expertise in student health issues, including, but not limited
168168 12 to, asthma management, anaphylactic reactions, seizure
169169 13 recognition, and diabetes care, the State Board of Education
170170 14 shall make available resource materials for educating school
171171 15 personnel about student health conditions and emergency
172172 16 response in the school setting.
173173 17 (b-10) The training regarding social-emotional learning
174174 18 practices and standards required by this Section may include,
175175 19 but is not limited to:
176176 20 (1) helping students recognize and manage their
177177 21 emotions;
178178 22 (2) demonstrating care and concern for others;
179179 23 (3) establishing positive relationships;
180180 24 (4) making responsible decisions;
181181 25 (5) handling challenging situations constructively;
182182 26 (6) developing cultural sensitivity;

194194 2 (8) resisting peer pressure.
195195 3 (b-15) In this subsection (b-15), "implicit racial bias"
196196 4 means a preference, positive or negative, for a racial or
197197 5 ethnic group that operates outside of awareness. This bias has
198198 6 the following 3 different components: affective, behavioral,
199199 7 and cognitive.
200200 8 The training regarding developing cultural competency
201201 9 required by this Section shall include, but is not limited, to
202202 10 understanding and reducing implicit bias.
203203 11 (b-20) The training regarding identifying warning signs of
204204 12 mental illness, trauma, and suicidal behavior in youth
205205 13 required by this Section shall include, but is not limited to,
206206 14 appropriate intervention and referral techniques, including
207207 15 resources and guidelines as outlined in Section 2-3.166.
208208 16 Illinois Mental Health First Aid training, established
209209 17 under the Illinois Mental Health First Aid Training Act, may
210210 18 satisfy the requirements of this subsection (b-20).
211211 19 If professional educator licensees and school support
212212 20 personnel obtain mental health first aid training outside of
213213 21 an in-service training program, they may present a certificate
214214 22 of successful completion of the training to the school
215215 23 district to satisfy the requirements of this subsection
216216 24 (b-20).
217217 25 Training regarding the implementation of trauma-informed
218218 26 practices satisfies the requirements of this subsection

250250 22 (b-25) The training regarding working with exceptional
251251 23 students shall include, but is not limited to, instruction on
252252 24 the federal Americans with Disabilities Act of 1990 as it
253253 25 pertains to the school environment and current best practices

266266 2 (b-30) The training regarding educator ethics shall
267267 3 include, but is not limited to, teacher-student conduct and
268268 4 school employee-student conduct and evidence-informed training
269269 5 on preventing, recognizing, reporting, and responding to child
270270 6 sexual abuse and grooming under Section 10-23.13.
271271 7 (c) (Blank). School counselors, nurses, teachers and other
272272 8 school personnel who work with pupils may be trained to have a
273273 9 basic knowledge of matters relating to acquired
274274 10 immunodeficiency syndrome (AIDS), including the nature of the
275275 11 disease, its causes and effects, the means of detecting it and
276276 12 preventing its transmission, and the availability of
277277 13 appropriate sources of counseling and referral, and any other
278278 14 information that may be appropriate considering the age and
279279 15 grade level of such pupils. The School Board shall supervise
280280 16 such training. The State Board of Education and the Department
281281 17 of Public Health shall jointly develop standards for such
282282 18 training.
283283 19 (d) In this subsection (d):
284284 20 "Domestic violence" means abuse by a family or household
285285 21 member, as "abuse" and "family or household members" are
286286 22 defined in Section 103 of the Illinois Domestic Violence Act
287287 23 of 1986.
288288 24 "Sexual violence" means sexual assault, abuse, or stalking
289289 25 of an adult or minor child proscribed in the Criminal Code of
290290 26 1961 or the Criminal Code of 2012 in Sections 11-1.20,

306306 6 The training regarding domestic and sexual violence and
307307 7 the needs of expectant and parenting youth required by this
308308 8 Section must be conducted by persons with expertise in
309309 9 domestic and sexual violence and the needs of expectant and
310310 10 parenting youth and shall include, but is not limited to:
311311 11 (1) communicating with and listening to youth victims
312312 12 of domestic or sexual violence and expectant and parenting
313313 13 youth;
314314 14 (2) connecting youth victims of domestic or sexual
315315 15 violence and expectant and parenting youth to appropriate
316316 16 in-school services and other agencies, programs, and
317317 17 services as needed; and
318318 18 (3) implementing the school district's policies,
319319 19 procedures, and protocols with regard to such youth,
320320 20 including confidentiality. At a minimum, school personnel
321321 21 must be trained to understand, provide information and
322322 22 referrals, and address issues pertaining to youth who are
323323 23 parents, expectant parents, or victims of domestic or
324324 24 sexual violence.
325325 25 At least once every 2 years, an in-service training

354354 18 (e) (Blank). At least every 2 years, an in-service
355355 19 training program for school personnel who work with pupils
356356 20 must be conducted by persons with expertise in anaphylactic
357357 21 reactions and management.
358358 22 (f) (Blank). At least once every 2 years, a school board
359359 23 shall conduct in-service training on educator ethics,
360360 24 teacher-student conduct, and school employee-student conduct
361361 25 for all personnel.

375375 3 Sec. 21B-20. Types of licenses. The State Board of
376376 4 Education shall implement a system of educator licensure,
377377 5 whereby individuals employed in school districts who are
378378 6 required to be licensed must have one of the following
379379 7 licenses: (i) a professional educator license; (ii) an
380380 8 educator license with stipulations; (iii) a substitute
381381 9 teaching license; or (iv) until June 30, 2023, a short-term
382382 10 substitute teaching license. References in law regarding
383383 11 individuals certified or certificated or required to be
384384 12 certified or certificated under Article 21 of this Code shall
385385 13 also include individuals licensed or required to be licensed
386386 14 under this Article. The first year of all licenses ends on June
387387 15 30 following one full year of the license being issued.
388388 16 Beginning July 1, 2024, individuals licensed or required
389389 17 to be licensed under this Article shall complete training
390390 18 under Section 10-22.39.
391391 19 The State Board of Education, in consultation with the
392392 20 State Educator Preparation and Licensure Board, may adopt such
393393 21 rules as may be necessary to govern the requirements for
394394 22 licenses and endorsements under this Section.
395395 23 (1) Professional Educator License. Persons who (i)
396396 24 have successfully completed an approved educator
397397 25 preparation program and are recommended for licensure by

408408 1 the Illinois institution offering the educator preparation
409409 2 program, (ii) have successfully completed the required
410410 3 testing under Section 21B-30 of this Code, (iii) have
411411 4 successfully completed coursework on the psychology of,
412412 5 the identification of, and the methods of instruction for
413413 6 the exceptional child, including without limitation
414414 7 children with learning disabilities, (iv) have
415415 8 successfully completed coursework in methods of reading
416416 9 and reading in the content area, and (v) have met all other
417417 10 criteria established by rule of the State Board of
418418 11 Education shall be issued a Professional Educator License.
419419 12 All Professional Educator Licenses are valid until June 30
420420 13 immediately following 5 years of the license being issued.
421421 14 The Professional Educator License shall be endorsed with
422422 15 specific areas and grade levels in which the individual is
423423 16 eligible to practice. For an early childhood education
424424 17 endorsement, an individual may satisfy the student
425425 18 teaching requirement of his or her early childhood teacher
426426 19 preparation program through placement in a setting with
427427 20 children from birth through grade 2, and the individual
428428 21 may be paid and receive credit while student teaching. The
429429 22 student teaching experience must meet the requirements of
430430 23 and be approved by the individual's early childhood
431431 24 teacher preparation program.
432432 25 Individuals can receive subsequent endorsements on the

815815 12 A substitute teacher may only teach in the place of a
816816 13 licensed teacher who is under contract with the employing
817817 14 board. If, however, there is no licensed teacher under
818818 15 contract because of an emergency situation, then a
819819 16 district may employ a substitute teacher for no longer
820820 17 than 30 calendar days per each vacant position in the
821821 18 district if the district notifies the appropriate regional
822822 19 office of education within 5 business days after the
823823 20 employment of the substitute teacher in the emergency
824824 21 situation. An emergency situation is one in which an
825825 22 unforeseen vacancy has occurred and (i) a teacher is
826826 23 unable to fulfill his or her contractual duties or (ii)

857857 18 License with Stipulations to seek or hold a Substitute
858858 19 Teaching License to teach as a substitute teacher.
859859 20 (4) Short-Term Substitute Teaching License. Beginning
860860 21 on July 1, 2018 and until June 30, 2023, the State Board of
861861 22 Education may issue a Short-Term Substitute Teaching
862862 23 License. A Short-Term Substitute Teaching License may be
863863 24 issued to a qualified applicant for substitute teaching in
864864 25 all grades of the public schools, prekindergarten through

888888 13 An individual holding a Short-Term Substitute Teaching
889889 14 License may teach no more than 15 consecutive days per
890890 15 licensed teacher who is under contract. For teacher
891891 16 absences lasting 6 or more days per licensed teacher who
892892 17 is under contract, a school district may not hire an
893893 18 individual holding a Short-Term Substitute Teaching
894894 19 License, unless the Governor has declared a disaster due
895895 20 to a public health emergency pursuant to Section 7 of the
896896 21 Illinois Emergency Management Agency Act. An individual
897897 22 holding a Short-Term Substitute Teaching License must
898898 23 complete the training program under Section 10-20.67 or
899899 24 34-18.60 of this Code to be eligible to teach at a public
900900 25 school. This paragraph (4) is inoperative on and after

918918 7 under paragraph (1) of Section 21B-20 of this Code shall be
919919 8 specifically endorsed by the State Board of Education for each
920920 9 content area, school support area, and administrative area for
921921 10 which the holder of the license is qualified. Recognized
922922 11 institutions approved to offer educator preparation programs
923923 12 shall be trained to add endorsements to licenses issued to
924924 13 applicants who meet all of the requirements for the
925925 14 endorsement or endorsements, including passing any required
926926 15 tests. The State Superintendent of Education shall randomly
927927 16 audit institutions to ensure that all rules and standards are
928928 17 being followed for entitlement or when endorsements are being
929929 18 recommended.
930930 19 (1) The State Board of Education, in consultation with
931931 20 the State Educator Preparation and Licensure Board, shall
932932 21 establish, by rule, the grade level and subject area
933933 22 endorsements to be added to the Professional Educator
934934 23 License. These rules shall outline the requirements for
935935 24 obtaining each endorsement.

10731073 19 endorsement on the Professional Educator License for
10741074 20 serving in schools in this State. Teacher leaders may
10751075 21 qualify to serve in such positions as department
10761076 22 chairs, coaches, mentors, curriculum and instruction
10771077 23 leaders, or other leadership positions as defined by
10781078 24 the district. The endorsement shall be available to
10791079 25 those teachers who (i) hold a Professional Educator

12091209 12 a $50 penalty or (ii) the demonstration of proficiency by

12131213 16 endorsement areas. Any and all back fees, including without
12141214 17 limitation registration fees owed from the time of expiration

12171217 20 Code concerning an institute fund and the provisions in

12411241 8 (c) From July 1, 2013 through June 30, 2014, in order to
12421242 9 satisfy the requirements for licensure renewal provided for in
12431243 10 this Section, each professional educator licensee with an
12441244 11 administrative endorsement who is working in a position
12451245 12 requiring such endorsement shall complete one Illinois
12461246 13 Administrators' Academy course, as described in Article 2 of
12471247 14 this Code, per fiscal year.
12481248 15 (c-5) All licenses issued by the State Board of Education
12491249 16 under this Article that expire on June 30, 2020 and have not
12501250 17 been renewed by the end of the 2020 renewal period shall be
12511251 18 extended for one year and shall expire on June 30, 2021.
12521252 19 (d) Beginning July 1, 2014, in order to satisfy the
12531253 20 requirements for licensure renewal provided for in this
12541254 21 Section, each professional educator licensee may create a
12551255 22 professional development plan each year. The plan shall
12561256 23 address one or more of the endorsements that are required of
12571257 24 his or her educator position if the licensee is employed and
12581258 25 performing services in an Illinois public or State-operated

12751275 6 Except as otherwise provided in this Section, the
12761276 7 licensee's professional development activities shall align
12771277 8 with one or more of the following criteria:
12781278 9 (1) activities are of a type that engages engage
12791279 10 participants over a sustained period of time allowing for
12801280 11 analysis, discovery, and application as they relate to
12811281 12 student learning, social or emotional achievement, or
12821282 13 well-being;
12831283 14 (2) professional development aligns to the licensee's
12841284 15 performance;
12851285 16 (3) outcomes for the activities must relate to student
12861286 17 growth or district improvement;
12871287 18 (4) activities align to State-approved standards; and
12881288 19 (5) higher education coursework.
12891289 20 (d-5) Beginning July 1, 2025, in order to satisfy the
12901290 21 requirements for licensure renewal provided for in this
12911291 22 Section, each professional educator licensee must complete the
12921292 23 following training at least once per 5-year renewal cycle:
12931293 24 (1) prevalent health conditions of students;
12941294 25 (2) social-emotional learning practices and standards;

13161316 11 (e) For each renewal cycle, each professional educator
13171317 12 licensee shall engage in professional development activities.
13181318 13 Prior to renewal, the licensee shall enter electronically into
13191319 14 the Educator Licensure Information System (ELIS) the name,
13201320 15 date, and location of the activity, the number of professional
13211321 16 development hours, and the provider's name. The following
13221322 17 provisions shall apply concerning professional development
13231323 18 activities:
13241324 19 (1) Each licensee shall complete a total of 120 hours
13251325 20 of professional development per 5-year renewal cycle in
13261326 21 order to renew the license, except as otherwise provided
13271327 22 in this Section. Required training under subsection (d-5)
13281328 23 shall be credited toward the total hours required to renew
13291329 24 the license.
13301330 25 (2) Beginning with a licensee's his or her first full

13541354 13 described in Article 2 of this Code, each fiscal year in
13551355 14 addition to 100 hours of professional development per
13561356 15 5-year renewal cycle in accordance with this Code.
13571357 16 However, for the 2021-2022 school year only, a licensee
13581358 17 under this paragraph (3) is not required to complete an
13591359 18 Illinois Administrators' Academy course. Required training
13601360 19 under subsection (d-5) shall be credited toward the total
13611361 20 hours required to renew the license.
13621362 21 (4) Any licensee holding a current National Board for
13631363 22 Professional Teaching Standards (NBPTS) master teacher
13641364 23 designation shall complete a total of 60 hours of
13651365 24 professional development per 5-year renewal cycle in order
13661366 25 to renew the license. Required training under subsection

13881388 11 status. For any renewal cycle in which a licensee retires
13891389 12 during the renewal cycle, the licensee must complete
13901390 13 professional development activities on a prorated basis
13911391 14 depending on the number of years during the renewal cycle
13921392 15 the educator held an active license. Required training
13931393 16 under subsection (d-5) shall be credited toward the total
13941394 17 hours required to renew the license. If a licensee retires
13951395 18 during a renewal cycle, the license status must be updated
13961396 19 using ELIS indicating that the licensee wishes to maintain
13971397 20 the license in retired status and the licensee must show
13981398 21 proof of completion of professional development activities
13991399 22 on a prorated basis for all years of that renewal cycle for

14011401 24 in retired status shall not be required to complete

14161416 3 Educator License, the license status shall immediately be

14181418 5 requirements for that year. A retired teacher, even if
14191419 6 returning to a position that requires educator licensure,
14201420 7 shall not be required to pay registration fees. A license
14211421 8 in retired status cannot lapse. Beginning on January 6,
14221422 9 2017 (the effective date of Public Act 99-920) through
14231423 10 December 31, 2017, any licensee who has retired and whose
14241424 11 license has lapsed for failure to renew as provided in
14251425 12 this Section may reinstate that license and maintain it in
14261426 13 retired status upon providing proof to the State Board of
14271427 14 Education using ELIS that the licensee is retired and is
14281428 15 not working in a position that requires a Professional
14291429 16 Educator License.
14301430 17 (7) For any renewal cycle in which professional
14311431 18 development hours were required or training under
14321432 19 subsection (d-5) was required, but not fulfilled, the
14331433 20 licensee shall complete any missed hours or training to
14341434 21 total the minimum professional development hours and
14351435 22 training required in this Section prior to September 1 of
14361436 23 that year. Professional development hours and training
14371437 24 required under this Section that are used to fulfill the
14381438 25 minimum required hours for a renewal cycle may be used for

14621462 13 and may submit an appeal to the State Superintendent of
14631463 14 Education for reinstatement of the license.
14641464 15 (9) If professional development opportunities were
14651465 16 unavailable to a licensee, proof that opportunities were
14661466 17 unavailable and request for an extension of time beyond
14671467 18 August 31 to complete the renewal requirements may be
14681468 19 submitted from April 1 through June 30 of that year to the
14691469 20 State Educator Preparation and Licensure Board. If an
14701470 21 extension is approved, the license shall remain valid
14711471 22 during the extension period.
14721472 23 (10) Individuals who hold exempt licenses prior to
14731473 24 December 27, 2013 (the effective date of Public Act
14741474 25 98-610) shall commence the annual renewal process with the

15021502 17 (e-5) The number of professional development hours
15031503 18 required under subsection (e) is reduced by 20% for any
15041504 19 renewal cycle that includes the 2021-2022 school year.
15051505 20 (f) At the time of renewal, each licensee shall respond to

15341534 13 (2) Regional offices of education and intermediate
15351535 14 service centers.
15361536 15 (3) Illinois professional associations representing
15371537 16 the following groups that are approved by the State
15381538 17 Superintendent of Education:
15391539 18 (A) school administrators;
15401540 19 (B) principals;
15411541 20 (C) school business officials;
15421542 21 (D) teachers, including special education
15431543 22 teachers;
15441544 23 (E) school boards;
15451545 24 (F) school districts;
15461546 25 (G) parents; and
15471547 26 (H) school service personnel.

15701570 13 of Education to provide professional development services
15711571 14 in the area of English Learning to Illinois school
15721572 15 districts, teachers, or administrators.
15731573 16 (7) State agencies, State boards, and State
15741574 17 commissions.
15751575 18 (8) Museums as defined in Section 10 of the Museum
15761576 19 Disposition of Property Act.
15771577 20 (h) Approved providers under subsection (g) of this
15781578 21 Section shall make available professional development
15791579 22 opportunities that satisfy at least one of the following:
15801580 23 (1) increase the knowledge and skills of school and
15811581 24 district leaders who guide continuous professional
15821582 25 development;

16001600 7 (6) prepare educators to appropriately use various
16011601 8 types of classroom assessments;
16021602 9 (7) use learning strategies appropriate to the
16031603 10 intended goals;
16041604 11 (8) provide educators with the knowledge and skills to
16051605 12 collaborate;
16061606 13 (9) prepare educators to apply research to decision
16071607 14 making;
16081608 15 (10) provide educators with training on inclusive
16091609 16 practices in the classroom that examines instructional and
16101610 17 behavioral strategies that improve academic and
16111611 18 social-emotional outcomes for all students, with or
16121612 19 without disabilities, in a general education setting; or
16131613 20 (11) beginning on July 1, 2022, provide educators with
16141614 21 training on the physical and mental health needs of
16151615 22 students, student safety, educator ethics, professional
16161616 23 conduct, and other topics that address the well-being of
16171617 24 students and improve the academic and social-emotional
16181618 25 outcomes of students.

16371637 8 how it aligns to State standards and identify the
16381638 9 assessment for determining the expected impact on student
16391639 10 learning or school improvement;
16401640 11 (4) maintain original documentation for completion of
16411641 12 activities;
16421642 13 (5) provide license holders with evidence of
16431643 14 completion of activities;
16441644 15 (6) request an Illinois Educator Identification Number
16451645 16 (IEIN) for each educator during each professional
16461646 17 development activity; and
16471647 18 (7) beginning on July 1, 2019, register annually with
16481648 19 the State Board of Education prior to offering any
16491649 20 professional development opportunities in the current
16501650 21 fiscal year.
16511651 22 (j) The State Board of Education shall conduct annual
16521652 23 audits of a subset of approved providers, except for school
16531653 24 districts, which shall be audited by regional offices of
16541654 25 education and intermediate service centers. The State Board of

16721672 7 requirements in subsections (h) and (i) of this Section by
16731673 8 annually submitting data to the State Board of Education
16741674 9 demonstrating how the professional development activities
16751675 10 impacted one or more of the following:
16761676 11 (A) educator and student growth in regards to
16771677 12 content knowledge or skills, or both;
16781678 13 (B) educator and student social and emotional
16791679 14 growth; or
16801680 15 (C) alignment to district or school improvement
16811681 16 plans.
16821682 17 (3) The State Superintendent of Education shall review
16831683 18 the annual data collected by the State Board of Education,
16841684 19 regional offices of education, and intermediate service
16851685 20 centers in audits to determine if the approved provider
16861686 21 has met the criteria and should continue to be an approved
16871687 22 provider or if further action should be taken as provided
16881688 23 in rules.
16891689 24 (k) Registration fees shall be paid for the next renewal
16901690 25 cycle between April 1 and June 30 in the last year of each

17031703 2 and entered by the licensee, the licensee shall pay the
17041704 3 registration fees for the next cycle using a form of credit or

17061706 5 (l) Any professional educator licensee endorsed for school
17071707 6 support personnel who is employed and performing services in
17081708 7 Illinois public schools and who holds an active and current
17091709 8 professional license issued by the Department of Financial and
17101710 9 Professional Regulation or a national certification board, as
17111711 10 approved by the State Board of Education, related to the
17121712 11 endorsement areas on the Professional Educator License shall
17131713 12 be deemed to have satisfied the continuing professional
17141714 13 development requirements provided for in this Section. Such
17151715 14 individuals shall be required to pay only registration fees to
17161716 15 renew the Professional Educator License. An individual who
17171717 16 does not hold a license issued by the Department of Financial
17181718 17 and Professional Regulation shall complete professional
17191719 18 development requirements for the renewal of a Professional
17201720 19 Educator License provided for in this Section.
17211721 20 (m) Appeals to the State Educator Preparation and
17221722 21 Licensure Board must be made within 30 days after receipt of
17231723 22 notice from the State Superintendent of Education that a
17241724 23 license will not be renewed based upon failure to complete the
17251725 24 requirements of this Section. A licensee may appeal that
17261726 25 decision to the State Educator Preparation and Licensure Board
17271727 26 in a manner prescribed by rule.

17381738 1 (1) Each appeal shall state the reasons why the State
17391739 2 Superintendent's decision should be reversed and shall be
17401740 3 sent by certified mail, return receipt requested, to the
17411741 4 State Board of Education.
17421742 5 (2) The State Educator Preparation and Licensure Board
17431743 6 shall review each appeal regarding renewal of a license
17441744 7 within 90 days after receiving the appeal in order to
17451745 8 determine whether the licensee has met the requirements of
17461746 9 this Section. The State Educator Preparation and Licensure
17471747 10 Board may hold an appeal hearing or may make its
17481748 11 determination based upon the record of review, which shall
17491749 12 consist of the following:
17501750 13 (A) the regional superintendent of education's
17511751 14 rationale for recommending nonrenewal of the license,
17521752 15 if applicable;
17531753 16 (B) any evidence submitted to the State
17541754 17 Superintendent along with the individual's electronic
17551755 18 statement of assurance for renewal; and
17561756 19 (C) the State Superintendent's rationale for
17571757 20 nonrenewal of the license.
17581758 21 (3) The State Educator Preparation and Licensure Board
17591759 22 shall notify the licensee of its decision regarding
17601760 23 license renewal by certified mail, return receipt
17611761 24 requested, no later than 30 days after reaching a
17621762 25 decision. Upon receipt of notification of renewal, the
