1	1	103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB3625 Introduced , by Rep. Chris Miller SYNOPSIS AS INTRODUCED: 25 ILCS 5/3.3 new Amends the General Assembly Organization Act. Provides that any amendment to a bill that is introduced in either the House of Representatives or the Senate must be germane to the title of the introduced bill. Provides that any amendment that is not germane to the title of the introduced bill shall not be considered for adoption by the house of the General Assembly in which the amendment is offered for consideration. Provides that any member of the house of the General Assembly in which the amendment is offered for consideration may object to the introduction of the amendment as not being germane to the title of the introduced bill. Provides that if such an objection is made, the question of germaneness shall be presented to the respective house for consideration. Provides that if at least a majority of the members voting on the question determine that the amendment is germane to the title of the introduced bill, then the amendment may be considered by that house. Provides that if less than a majority of the members voting on the question determine that the amendment is germane to the title of the bill, the amendment shall not be considered by that house. 11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The General Assembly Organization Act is
15	15	5 amended by adding Section 3.3 as follows:
16	16	6 (25 ILCS 5/3.3 new)
17	17	7 Sec. 3.3. Amendment germane to title. Any amendment to a
18	18	8 bill that is introduced in either the House of Representatives
19	19	9 or the Senate must be germane to the title of the introduced
20	20	10 bill. Any amendment that is not germane to the title of the
21	21	11 introduced bill shall not be considered for adoption by the
22	22	12 house of the General Assembly in which the amendment is
23	23	13 offered for consideration. Any member of the house of the
24	24	14 General Assembly in which the amendment is offered for
25	25	15 consideration may object to the introduction of the amendment
26	26	16 as not being germane to the title of the introduced bill. If
27	27	17 such an objection is made, the question of germaneness shall
28	28	18 be presented to the respective house for consideration. If at
29	29	19 least a majority of the members voting on the question
30	30	20 determine that the amendment is germane to the title of the
31	31	21 introduced bill, then the amendment may be considered by that
