                    103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB3649 Introduced , by Rep. Kam Buckner SYNOPSIS AS INTRODUCED:  625 ILCS 5/11-1502.1 new  Amends the Illinois Vehicle Code. Provides that a person operating a bicycle may slow to a reasonable speed of 15 miles per hour or less, or a speed limit specified by the municipality or unit of local government, without making a complete stop at intersection or stop sign, if the bicycle operator yields the right-of-way to any traffic or pedestrian in or approaching the intersection. Provides that a person operating a bicycle who approaches an illuminated red traffic-control device must first stop at the intersection and yield to all other traffic and pedestrians and then, when safe to do so, may proceed straight or make a right turn through the intersection or, subject to specified conditions, make a left turn onto a one-way street only. 1  AN ACT concerning transportation.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Illinois Vehicle Code is amended by adding
5  Section 11-1502.1 as follows:
6  (625 ILCS 5/11-1502.1 new)
7  Sec. 11-1502.1. Bicycle safety stops.
8  (a) When approaching a stop sign, if it is safe to proceed,
9  a person operating a bicycle may, after slowing to a
10  reasonable speed of 15 miles per hour or less, or a speed limit
11  specified by the municipality or unit of local government for
12  a particular intersection that is marked with the appropriate
13  signage, and yielding the right-of-way to any traffic or
14  pedestrian in or approaching the intersection, continue
15  through the intersection without coming to a complete stop.
16  (b) When approaching an illuminated red traffic-control
17  device, the person operating a bicycle must first stop at the
18  intersection and yield to all other traffic and pedestrians
19  and then, when safe to do so, proceed straight or make a right
20  turn through the intersection or, subject to specified
21  conditions, make a left turn onto a one-way street only.
