11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB3652 Introduced , by Rep. Ryan Spain SYNOPSIS AS INTRODUCED: 10 ILCS 5/1-23 new Amends the Election Code. Provides that no former election authority, employee of an election authority, or spouse or immediate family member living with such person shall, within a period of one year immediately after termination of the term of office or employment with the election authority, knowingly accept employment or receive compensation or fees for services from a person or entity if the election authority or employee, during the year immediately preceding termination of the term of office or employment, participated personally and substantially in the award or fiscal administration of election authority contracts or the issuance of contract change orders with a cumulative value of $25,000 or more to that person or entity, or its parent or subsidiary. 1111 1 AN ACT concerning elections.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Election Code is amended by adding Section
1515 5 1-23 as follows:
1616 6 (10 ILCS 5/1-23 new)
1717 7 Sec. 1-23. Revolving door prohibition. No former election
1818 8 authority, employee of an election authority, or spouse or
1919 9 immediate family member living with such person shall, within
2020 10 a period of one year immediately after termination of the term
2121 11 of office or employment with the election authority, knowingly
2222 12 accept employment or receive compensation or fees for services
2323 13 from a person or entity if the election authority or employee,
2424 14 during the year immediately preceding termination of the term
2525 15 of office or employment, participated personally and
2626 16 substantially in the award or fiscal administration of
2727 17 election authority contracts or the issuance of contract
2828 18 change orders with a cumulative value of $25,000 or more to
2929 19 that person or entity, or its parent or subsidiary.
