1212 1 AN ACT concerning elections.
1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The Election Code is amended by changing
1616 5 Section 19-7 and by adding Section 1A-70 as follows:
1717 6 (10 ILCS 5/1A-70 new)
1818 7 Sec. 1A-70. Vote by mail ballots; reporting. The State
1919 8 Board of Elections shall create a statewide reporting system
2020 9 for election authorities to record the receipt of vote by mail
2121 10 ballots as required by subsection (c) of Section 19-7.

2323 12 Sec. 19-7. (a) Upon receipt of such vote by mail voter's
2424 13 ballot, the election authority shall forthwith enclose the
2525 14 same unopened, together with the application made by said vote
2626 15 by mail voter in a large or carrier envelope which shall be
2727 16 securely sealed and endorsed with the name and official title
2828 17 of such officer and the words, "This envelope contains a vote
2929 18 by mail ballot and must be opened on election day," together
3030 19 with the number and description of the precinct in which said
3131 20 ballot is to be voted, and such officer shall thereafter
3232 21 safely keep the same in his office until counted by him as
3333 22 provided in the next section.

7070 1 (b) Within one day after receipt of such vote by mail
7171 2 voter's ballot, the election authority shall transmit, by
7272 3 electronic means pursuant to a process established by the
7373 4 State Board of Elections, the voter's name, street address,
7474 5 e-mail address, and precinct, ward, township, and district
7575 6 numbers, as the case may be, to the State Board of Elections,
7676 7 which shall maintain those names and that information in an
7777 8 electronic format on its website, arranged by county and
7878 9 accessible to State and local political committees.
7979 10 (c) The election authority shall record the number of vote
8080 11 by mail ballots received before election day, received on
8181 12 election day, received after election day and postmarked on
8282 13 election day or before, and received after election day and
8383 14 postmarked after election day.
