11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Governmental Ethics Act is amended
15	15	5 by changing Section 4A-101 as follows:
16	16	6 (5 ILCS 420/4A-101) (from Ch. 127, par. 604A-101)
17	17	7 Sec. 4A-101. Persons required to file with the Secretary
18	18	8 of State. The following persons shall file verified written
19	19	9 statements of economic interests with the Secretary of State,
20	20	10 as provided in this Article:
21	21	11 (a) Members of the General Assembly and candidates for
22	22	12 nomination or election to the General Assembly.
23	23	13 (b) Persons holding an elected office in the Executive
24	24	14 Branch of this State, and candidates for nomination or
25	25	15 election to these offices.
26	26	16 (c) Members of a Commission or Board created by the
27	27	17 Illinois Constitution, and candidates for nomination or
28	28	18 election to such Commission or Board.
29	29	19 (d) Persons whose appointment to office is subject to
30	30	20 confirmation by the Senate and persons appointed by the
31	31	21 Governor to any other position on a board or commission
32	32	22 described in subsection (a) of Section 15 of the
33	33	23 Gubernatorial Boards and Commissions Act.

69	69	2 election to, the office of judge or associate judge of the
70	70	3 Circuit Court and the office of judge of the Appellate or
71	71	4 Supreme Court.
72	72	5 (f) Persons who are employed by any branch, agency,
73	73	6 authority or board of the government of this State,
74	74	7 including but not limited to, the Illinois State Toll
75	75	8 Highway Authority, the Illinois Housing Development
76	76	9 Authority, the Illinois Community College Board, and
77	77	10 institutions under the jurisdiction of the Board of
78	78	11 Trustees of the University of Illinois, Board of Trustees
79	79	12 of Southern Illinois University, Board of Trustees of
80	80	13 Chicago State University, Board of Trustees of Eastern
81	81	14 Illinois University, Board of Trustees of Governors State
82	82	15 University, Board of Trustees of Illinois State
83	83	16 University, Board of Trustees of Northeastern Illinois
84	84	17 University, Board of Trustees of Northern Illinois

87	87	20 Mathematics and Science Academy, and are compensated for
88	88	21 services as employees and not as independent contractors

91	91	24 commission, board, division, bureau, authority or
92	92	25 other administrative unit within the government of

105	105	2 (2) have direct supervisory authority over, or
106	106	3 direct responsibility for the formulation,
107	107	4 negotiation, issuance or execution of contracts
108	108	5 entered into by the State in the amount of $5,000 or
109	109	6 more;
110	110	7 (3) have authority for the issuance or
111	111	8 promulgation of rules and regulations within areas
112	112	9 under the authority of the State;
113	113	10 (4) have authority for the approval of
114	114	11 professional licenses;
115	115	12 (5) have responsibility with respect to the
116	116	13 financial inspection of regulated nongovernmental
117	117	14 entities;
118	118	15 (6) adjudicate, arbitrate, or decide any judicial
119	119	16 or administrative proceeding, or review the
120	120	17 adjudication, arbitration or decision of any judicial
121	121	18 or administrative proceeding within the authority of
122	122	19 the State;
123	123	20 (7) have supervisory responsibility for 20 or more
124	124	21 employees of the State;
125	125	22 (8) negotiate, assign, authorize, or grant naming
126	126	23 rights or sponsorship rights regarding any property or
127	127	24 asset of the State, whether real, personal, tangible,
128	128	25 or intangible; or
