1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The School Code is amended by changing Section
1515 5 27-22 as follows:
1616 6 (105 ILCS 5/27-22) (from Ch. 122, par. 27-22)
1717 7 Sec. 27-22. Required high school courses.
1818 8 (a) (Blank).
1919 9 (b) (Blank).
2020 10 (c) (Blank).
2121 11 (d) (Blank).
2222 12 (e) Through the 2023-2024 school year, as a prerequisite
2323 13 to receiving a high school diploma, each pupil entering the
2424 14 9th grade must, in addition to other course requirements,
2525 15 successfully complete all of the following courses:
2626 16 (1) Four years of language arts.
2727 17 (2) Two years of writing intensive courses, one of
2828 18 which must be English and the other of which may be English
2929 19 or any other subject. When applicable, writing-intensive
3030 20 courses may be counted towards the fulfillment of other
3131 21 graduation requirements.

8181 14 computer literacy, which may be English, social studies,
8282 15 or any other subject and which may be counted toward the
8383 16 fulfillment of other graduation requirements.
8484 17 (4) Two years of science.
8585 18 (5) Two years of social studies, of which at least one
8686 19 year must be history of the United States or a combination
8787 20 of history of the United States and American government
8888 21 and, beginning with pupils entering the 9th grade in the
8989 22 2016-2017 school year and each school year thereafter, at
9090 23 least one semester must be civics, which shall help young
9191 24 people acquire and learn to use the skills, knowledge, and
9292 25 attitudes that will prepare them to be competent and

106106 3 learning, and simulations of the democratic process.
107107 4 School districts may utilize private funding available for
108108 5 the purposes of offering civics education. Beginning with
109109 6 pupils entering the 9th grade in the 2021-2022 school
110110 7 year, one semester, or part of one semester, may include a
111111 8 financial literacy course.
112112 9 (6) One year chosen from (A) music, (B) art, (C)
113113 10 foreign language, which shall be deemed to include
114114 11 American Sign Language, (D) vocational education, or (E)
115115 12 forensic speech (speech and debate). A forensic speech
116116 13 course used to satisfy the course requirement under
117117 14 subdivision (1) may not be used to satisfy the course
118118 15 requirement under this subdivision (6).
119119 16 (e-5) Beginning with the 2024-2025 school year, as a
120120 17 prerequisite to receiving a high school diploma, each pupil
121121 18 entering the 9th grade must, in addition to other course
122122 19 requirements, successfully complete all of the following
123123 20 courses:

194194 19 pupil may choose a third year of foreign language to satisfy
195195 20 the requirement under subdivision paragraph (6) of subsection
196196 21 (e-5).
197197 22 (f) The State Board of Education shall develop and inform
198198 23 school districts of standards for writing-intensive
199199 24 coursework.
200200 25 (f-5) If a school district offers an Advanced Placement

213213 2 high school mathematics course and must denote on the
214214 3 student's transcript that the Advanced Placement computer
215215 4 science course qualifies as a mathematics-based, quantitative
216216 5 course for students in accordance with subdivision (3) of
217217 6 subsection (e) of this Section.
218218 7 (g) Public Act 83-1082 This amendatory Act of 1983 does
219219 8 not apply to pupils entering the 9th grade in 1983-1984 school
220220 9 year and prior school years or to students with disabilities
221221 10 whose course of study is determined by an individualized
222222 11 education program.
223223 12 Public Act 94-676 This amendatory Act of the 94th General
224224 13 Assembly does not apply to pupils entering the 9th grade in the
225225 14 2004-2005 school year or a prior school year or to students
226226 15 with disabilities whose course of study is determined by an
227227 16 individualized education program.
228228 17 Subdivision (3.5) of subsection (e) does not apply to
229229 18 pupils entering the 9th grade in the 2021-2022 school year or a
230230 19 prior school year or to students with disabilities whose
231231 20 course of study is determined by an individualized education
232232 21 program.
233233 22 Subsection (e-5) does not apply to pupils entering the 9th
234234 23 grade in the 2023-2024 school year or a prior school year or to
235235 24 students with disabilities whose course of study is determined
236236 25 by an individualized education program. Subsection (e-10) does
237237 26 not apply to pupils entering the 9th grade in the 2027-2028

251251 4 (h) The provisions of this Section are subject to the
252252 5 provisions of Section 27-22.05 of this Code and the
253253 6 Postsecondary and Workforce Readiness Act.
254254 7 (i) The State Board of Education may adopt rules to modify
255255 8 the requirements of this Section for any students enrolled in
256256 9 grades 9 through 12 if the Governor has declared a disaster due
257257 10 to a public health emergency pursuant to Section 7 of the
258258 11 Illinois Emergency Management Agency Act.
