14	14	1 AN ACT concerning public employee benefits.
15	15	2 Be it enacted by the People of the State of Illinois,
16	16	3 represented in the General Assembly:
17	17	4 Section 5. The Illinois Pension Code is amended by adding
18	18	5 Section 4-138.15 as follows:
19	19	6 (40 ILCS 5/4-138.15 new)
20	20	7 Sec. 4-138.15. Retirement Systems Reciprocal Act. The
21	21	8 Retirement Systems Reciprocal Act, Article 20 of this Code, is
22	22	9 adopted and made a part of this Article, but only with respect
23	23	10 to a person who, on or after the effective date of this
24	24	11 amendatory Act of the 103rd General Assembly, is entitled
25	25	12 under this Article to begin receiving a retirement annuity or
26	26	13 survivor's annuity (as those terms are defined in Article 20)
27	27	14 and who elects to proceed under the Retirement Systems
28	28	15 Reciprocal Act.
29	29	16 Section 90. The State Mandates Act is amended by adding
30	30	17 Section 8.47 as follows:

32	32	19 Sec. 8.47. Exempt mandate. Notwithstanding Sections 6 and
33	33	20 8 of this Act, no reimbursement by the State is required for
34	34	21 the implementation of any mandate created by this amendatory
