1111 1 AN ACT concerning transportation.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Vehicle Code is amended by
1515 5 changing Section 6-513 as follows:
1616 6 (625 ILCS 5/6-513) (from Ch. 95 1/2, par. 6-513)
1717 7 Sec. 6-513. Commercial Driver's License or CDL. The
1818 8 content of the CDL shall include, but is not limited to the
1919 9 following:
2020 10 (a) A CDL shall be distinctly marked "Commercial
2121 11 Driver's License" or "CDL". It must include, but is not
2222 12 limited to, the following information:
2323 13 (1) the full legal name and the Illinois
2424 14 domiciliary address (unless it is a non-domiciled CDL)
2525 15 of the person to whom the CDL is issued;
2626 16 (2) a color photograph of the person;
2727 17 (3) a physical description of the person including
2828 18 gender, height, weight, color of eyes, and hair color;
2929 19 (4) date of birth;
3030 20 (5) a CDL or file number assigned by the Secretary
3131 21 of State;
3232 22 (6) the person's signature;
3333 23 (7) the class or type of commercial vehicle or

6868 1 vehicles which the person is authorized to drive
6969 2 together with any endorsements or restrictions;
7070 3 (8) the name of the issuing state;
7171 4 (9) the issuance and expiration dates of the CDL;
7272 5 and
7373 6 (10) the restriction code "V" if the driver has
7474 7 been issued a medical variance.
7575 8 (a-5) If the CDL is a non-domiciled CDL it must
7676 9 contain the prominent statement that the license is a
7777 10 "Non-domiciled Commercial Driver's License" or
7878 11 "Non-domiciled CDL".
7979 12 (b) Applicant Record Check. Prior to issuing,
8080 13 renewing, upgrading, or transferring a CDL, the Secretary
8181 14 of State shall obtain, review, and maintain upon issuance,
8282 15 renewal, upgrade, or transfer the driver applicant's
8383 16 driving record as required by 49 C.F.R. Part 383 and Part
8484 17 384 and the United States Secretary of Transportation.
8585 18 (c) Notification of Commercial Driver's License (CDL)
8686 19 Issuance and Self-Certification. Within 10 days after
8787 20 issuing a CDL, the Secretary of State must notify the
8888 21 Commercial Driver License Information System of that fact,
8989 22 and provide all information required to ensure
9090 23 identification of the person. The Secretary shall also
9191 24 post the driver's self-certification for the type of
9292 25 driving operations to the CDLIS driver record.

104104 1 Within 10 days of any change of driver identification
105105 2 information on any CDL holder, the Secretary of State must
106106 3 notify the Commercial Driver License Information System of
107107 4 the change.
108108 5 (d) Renewal. Every person applying for a renewal of a
109109 6 CDL must complete the appropriate application form
110110 7 required by this Code and any other test deemed necessary
111111 8 by the Secretary.
112112 9 (e) Training. The Secretary shall require evidence of
113113 10 the successful completion of an approved human trafficking
114114 11 prevention course before the issuance or renewal of a CDL.
115115 12 The Secretary shall develop and implement training
116116 13 standards and make available a list of approved training
117117 14 courses.
