12	12	2 Be it enacted by the People of the State of Illinois,

14	14	4 Section 5. The Consumer Fraud and Deceptive Business
15	15	5 Practices Act is amended by adding Section 2BBBB as follows:

18	18	8 offers a digital coupon to consumers shall make available a
19	19	9 corresponding paper coupon. A grocery store that violates this
