1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Board of Higher Education Act is amended by
5 adding Section 9.33a as follows:
6 (110 ILCS 205/9.33a new)
7 Sec. 9.33a. Collaborative baccalaureate degree
8 development.
9 (a) In this Section, "university" means any public or
10 private, not-for-profit university in this State.
11 (b) It is the intent of this amendatory Act of the 103rd
12 General Assembly that the Board of Higher Education, in
13 consultation with the Illinois Community College Board,
14 establish a clear pathway for community colleges to request
15 university partners for delivery of baccalaureate degree
16 completion programs in response to demonstrated need or demand
17 within a community college district.
18 (c) The Board shall, in consultation with the Illinois
19 Community College Board, create a standardized electronic form
20 by which a community college district may document student
21 demand or workforce need for a baccalaureate degree completion
22 program and may demonstrate that such demand or need is
23 currently unmet; or that there is insufficient access to such

4 upon review, the Illinois Community College Board concurs with
5 the community college district that unmet student demand or
6 workforce need exists in the district, the Illinois Community
7 College Board may forward the form to the Board. If the
8 Illinois Community College Board does not concur with the
9 community college district, the district may appeal the
10 decision directly to the Board.
11 (d) If the Board determines that unmet student demand or
12 welfare need exist, the Board shall communicate electronically
13 a request for baccalaureate partnership notification to all
14 public universities.
15 (e) Upon expiration of the response period the Board must
16 review all submitted responses and forward all viable
17 responses to the requesting community college district. If the
18 Board or the community college district determines that no
19 submitted responses are viable, the Board may communicate
20 electronically a second request for partnership notification
21 to all universities located in the State. If the Board
22 determines after the second request for partnership
23 notification that no submitted responses are viable options,
24 it may require all public universities in this State to
25 respond to the request for partnership.
26 (f) If deemed necessary after all guidelines under this

1 Section are exhausted, the Board may recommend, by resolution,
2 specific partnerships for collaborative baccalaureate degree
3 completion development under this Section.
4 (g) Nothing in this Section precludes a community college
5 district or a university from direct contact with each other
6 regarding baccalaureate degree completion partnerships
7 established outside of the provisions of this Section.
8 (h) The Board and the Illinois Community College Board
9 shall jointly adopt rules to implement this Section.
