If the 8 Illinois Community College Board does not concur with the 9 community college district, the district may appeal the 10 decision directly to the Board. 11 (d) If the Board determines that unmet student demand or 12 welfare need exist, the Board shall communicate electronically 13 a request for baccalaureate partnership notification to all 14 public universities. 15 (e) Upon expiration of the response period the Board must 16 review all submitted responses and forward all viable 17 responses to the requesting community college district. If the 18 Board or the community college district determines that no 19 submitted responses are viable, the Board may communicate 20 electronically a second request for partnership notification 21 to all universities located in the State.
