Provides that the Board of Higher Education shall, in consultation with the Illinois Community College Board, create a standardized electronic form through which a community college district may document student demand or workforce needs for a specific baccalaureate degree completion program and may demonstrate that the demand or needs are currently unmet or that there is insufficient access to such a program for students in the district. Provides that the form must be completed by the requesting community college district and must be submitted to the Illinois Community College Board for initial review. Provides that if the Illinois Community College Board concurs with the community college district that unmet demand or needs exist in the district, the Illinois Community College Board must forward the form to the Board and if the Illinois Community College Board does not concur with the community college district, the district may appeal the decision directly to the Board. Provides that if the Board determines that unmet student demand or welfare need exist, the Board shall communicate a request for partnership notification to all universities, and allows a university to respond to the request for a partnership; defines "university" and specifies the procedures for a request for partnership. Requires the Board and the Illinois Community College Board to jointly adopt rules. 1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Board of Higher Education Act is amended by
1515 5 adding Section 9.33a as follows:
1616 6 (110 ILCS 205/9.33a new)
1717 7 Sec. 9.33a. Collaborative baccalaureate degree
1818 8 development.
1919 9 (a) In this Section, "university" means any public or
2020 10 private, not-for-profit university in this State.
2121 11 (b) It is the intent of this amendatory Act of the 103rd
2222 12 General Assembly that the Board of Higher Education, in
2323 13 consultation with the Illinois Community College Board,
2424 14 establish a clear pathway for community colleges to request
2525 15 university partners for delivery of baccalaureate degree
2626 16 completion programs in response to demonstrated need or demand
2727 17 within a community college district.
2828 18 (c) The Board shall, in consultation with the Illinois
2929 19 Community College Board, create a standardized electronic form
3030 20 by which a community college district may document student
3131 21 demand or workforce need for a baccalaureate degree completion
3232 22 program and may demonstrate that such demand or need is
3333 23 currently unmet; or that there is insufficient access to such

7171 4 upon review, the Illinois Community College Board concurs with
7272 5 the community college district that unmet student demand or
7373 6 workforce need exists in the district, the Illinois Community
7474 7 College Board may forward the form to the Board. If the
7575 8 Illinois Community College Board does not concur with the
7676 9 community college district, the district may appeal the
7777 10 decision directly to the Board.
7878 11 (d) If the Board determines that unmet student demand or
7979 12 welfare need exist, the Board shall communicate electronically
8080 13 a request for baccalaureate partnership notification to all
8181 14 public universities.
8282 15 (e) Upon expiration of the response period the Board must
8383 16 review all submitted responses and forward all viable
8484 17 responses to the requesting community college district. If the
8585 18 Board or the community college district determines that no
8686 19 submitted responses are viable, the Board may communicate
8787 20 electronically a second request for partnership notification
8888 21 to all universities located in the State. If the Board
8989 22 determines after the second request for partnership
9090 23 notification that no submitted responses are viable options,
9191 24 it may require all public universities in this State to
9292 25 respond to the request for partnership.
9393 26 (f) If deemed necessary after all guidelines under this

104104 1 Section are exhausted, the Board may recommend, by resolution,
105105 2 specific partnerships for collaborative baccalaureate degree
106106 3 completion development under this Section.
107107 4 (g) Nothing in this Section precludes a community college
108108 5 district or a university from direct contact with each other
109109 6 regarding baccalaureate degree completion partnerships
110110 7 established outside of the provisions of this Section.
111111 8 (h) The Board and the Illinois Community College Board
112112 9 shall jointly adopt rules to implement this Section.
