11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB3784 Introduced , by Rep. Michael T. Marron SYNOPSIS AS INTRODUCED: 5 ILCS 375/5.5 new Amends the State Employees Group Insurance Act of 1971. Sets forth requirements for programs of group health benefits administered by the Department of Central Management Services for annuitants, retired TRS benefit recipients, or retired community college benefit recipients. Provides that if, on the effective date of the amendatory Act, the Director of Central Management Services has procured fewer than 2 contracts that provide a program of group health benefits for annuitants, retired TRS benefit recipients, or retired community college benefit recipients, then, as soon as possible after the effective date of the amendatory Act, the Director shall procure additional contracts that provide a program of group health benefits so that there are at least 2 contracts that provide a program of group health benefits for the respective beneficiaries. Provides that thereafter, the Director shall ensure that there are at least 2 contracts procured that provide a program of group health benefits for annuitants, retired TRS benefit recipients, and retired community college benefit recipients. 1111 1 AN ACT concerning regulation.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The State Employees Group Insurance Act of 1971
1515 5 is amended by adding Section 5.5 as follows:
1616 6 (5 ILCS 375/5.5 new)
1717 7 Sec. 5.5. Annuitant health benefits; group program
1818 8 requirements.
1919 9 (a) All programs of group health benefits administered by
2020 10 the Department of Central Management Services for annuitants,
2121 11 retired TRS benefit recipients, or retired community college
2222 12 benefit recipients shall be subject to the following
2323 13 requirements:
2424 14 (1) 90 days before the expiration of a current
2525 15 contract for a program of group health benefits, the
2626 16 Department of Central Management Services shall notify the
2727 17 Commission when the request for proposal process shall
2828 18 commence for that benefits program to be offered in the
2929 19 next fiscal year.
3030 20 (2) Concurrent with the notice required under
3131 21 paragraph (1), the Department of Central Management
3232 22 Services shall disclose to the Commission information
3333 23 regarding the request for proposal rating process,

6868 1 including, but not limited to, documents, reports of
6969 2 negotiations, bid invitations, requests for proposals,
7070 3 specifications, copies of proposed and final contracts or
7171 4 agreements, and any other materials concerning contracts
7272 5 or agreements for proposed benefit programs.
7373 6 (3) The request for proposal process shall include a
7474 7 regional analysis to determine if an applicant is unable
7575 8 to provide coverage for annuitants or retirees in any area
7676 9 of this State.
7777 10 (b) For each program of health benefits for annuitants or
7878 11 retirees that is subject to the requirements of this Section,
7979 12 the Department of Central Management Services shall conduct a
8080 13 poll of at least 10% of current benefit recipients to measure
8181 14 satisfaction with their program of group health benefits. The
8282 15 form and methods of this poll shall be approved by the
8383 16 Director. The results of the recipient satisfaction polls
8484 17 shall be disclosed to the Commission and that poll information
8585 18 may be used by the Commission to hold a public hearing. A
8686 19 contract for any program of group health benefits subject to
8787 20 this Section may not be selected for the next fiscal year until
8888 21 the Commission holds a hearing on member satisfaction pursuant
8989 22 to this subsection (b).
9090 23 (c) If, on the effective date of this amendatory Act of the
9191 24 103rd General Assembly, the Director has procured fewer than 2

9393 26 for annuitants, retired TRS benefit recipients, or retired
