11	11	1 AN ACT concerning finance.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Procurement Code is amended by
15	15	5 adding Section 25-210 as follows:

17	17	7 Sec. 25-210. Insurrection contract prohibition.
18	18	8 (a) No State agency subject to the provisions of this Code
19	19	9 shall enter into a contract with a business, person, or other
20	20	10 entity that has been found to have committed insurrection or
21	21	11 advocated the overthrow of the federal or State government.
22	22	12 (b) As soon as practicable after the effective date of
23	23	13 this amendatory Act of the 103rd General Assembly, units of
24	24	14 local government in this State shall adopt an ordinance or
25	25	15 resolution that regulates, in a manner no less restrictive
26	26	16 than this Section, contracts between those units of local
27	27	17 government and businesses, persons, or other entities that
28	28	18 have been found to have committed insurrection or advocated
29	29	19 the overthrow of the federal or State government.
30	30	20 (c) For the purposes of this Section, a business, person,
31	31	21 or entity is found to have committed insurrection or advocated
32	32	22 the overthrow of the federal or State government if such
33	33	23 business, person, or entity is found guilty under either 18
