Provides that no State agency subject to the provisions of the Code shall enter into a contract with a business, person, or other entity that has been found to have committed insurrection or advocated the overthrow of the federal or State government. Requires units of local government to adopt an ordinance or resolution that regulates contracts between those units of local government and businesses, persons, or other entities that have been found to have committed insurrection or advocated the overthrow of the federal or State government. 1111 1 AN ACT concerning finance.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Procurement Code is amended by
1515 5 adding Section 25-210 as follows:
1616 6 (30 ILCS 500/25-210 new)
1717 7 Sec. 25-210. Insurrection contract prohibition.
1818 8 (a) No State agency subject to the provisions of this Code
1919 9 shall enter into a contract with a business, person, or other
2020 10 entity that has been found to have committed insurrection or
2121 11 advocated the overthrow of the federal or State government.
2222 12 (b) As soon as practicable after the effective date of
2323 13 this amendatory Act of the 103rd General Assembly, units of
2424 14 local government in this State shall adopt an ordinance or
2525 15 resolution that regulates, in a manner no less restrictive
2626 16 than this Section, contracts between those units of local
2727 17 government and businesses, persons, or other entities that
2828 18 have been found to have committed insurrection or advocated
2929 19 the overthrow of the federal or State government.
3030 20 (c) For the purposes of this Section, a business, person,
3131 21 or entity is found to have committed insurrection or advocated
3232 22 the overthrow of the federal or State government if such
3333 23 business, person, or entity is found guilty under either 18
