Permits a school district to implement a program to allow school personnel, including athletic coaches, school counselors, and administrative staff, who possess comprehensive knowledge about postsecondary academic or vocational options to provide mentoring services or guidance related to postsecondary academic and vocational options to high school students. Sets forth the services and guidance that a postsecondary mentor may provide to a student; allows the State Board of Education to establish guidelines. Provides that the participation of school personnel in the program shall be on a voluntary basis only; allows school personnel to receive compensation for participating in the program. Provides that a school district may issue a certificate to school personnel who participate in the program certifying that the participant possesses sufficient knowledge. 12	12	1 AN ACT concerning education.
13	13	2 Be it enacted by the People of the State of Illinois,
14	14	3 represented in the General Assembly:
15	15	4 Section 5. The School Code is amended by adding Sections
16	16	5 10-20.85 and 34-18.82 as follows:
17	17	6 (105 ILCS 5/10-20.85 new)
18	18	7 Sec. 10-20.85. Postsecondary mentoring program;
19	19	8 certificate.
20	20	9 (a) A school district may implement a program to allow
21	21	10 school personnel, including, but not limited to, athletic
22	22	11 coaches, school counselors, and administrative staff, who
23	23	12 possess comprehensive knowledge about postsecondary academic
24	24	13 or vocational options and opportunities to provide mentoring
25	25	14 services or guidance related to postsecondary academic and
26	26	15 vocational options to high school students.
27	27	16 (b) The services or guidance that postsecondary mentors
28	28	17 may provide or offer to students under this Section may
29	29	18 include, without limitations, the following services:
30	30	19 (1) connecting students to postsecondary opportunities
31	31	20 through college fairs, job fairs, and college visits;
32	32	21 (2) assisting students with the college application
33	33	22 and enrollment processes;

79	79	9 under the program.
80	80	10 (c) The participation of school personnel in the program
81	81	11 shall be on a voluntary basis only. School personnel
82	82	12 participating in the program may receive compensation for
83	83	13 their participation in the program.
84	84	14 (d) If a school district offers a program under this
85	85	15 Section, the school district may issue to school personnel who
86	86	16 participate in the program a certificate certifying that the
87	87	17 participant possesses sufficient knowledge to provide advice
88	88	18 and guidance to students about postsecondary academic or
89	89	19 vocational options and opportunities. The State Board of
90	90	20 Education may provide for the form of the certificate to be
91	91	21 made available for use by school districts.
92	92	22 (e) The State Board of Education may adopt any rules that
93	93	23 are necessary to implement this Section.
