11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB3848 Introduced , by Rep. Cyril Nichols SYNOPSIS AS INTRODUCED: 105 ILCS 5/10-20.85 new105 ILCS 5/34-18.82 new Amends the School Code. Permits a school district to implement a program to allow school personnel, including athletic coaches, school counselors, and administrative staff, who possess comprehensive knowledge about postsecondary academic or vocational options to provide mentoring services or guidance related to postsecondary academic and vocational options to high school students. Sets forth the services and guidance that a postsecondary mentor may provide to a student; allows the State Board of Education to establish guidelines. Provides that the participation of school personnel in the program shall be on a voluntary basis only; allows school personnel to receive compensation for participating in the program. Provides that a school district may issue a certificate to school personnel who participate in the program certifying that the participant possesses sufficient knowledge. 1212 1 AN ACT concerning education.
1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The School Code is amended by adding Sections
1616 5 10-20.85 and 34-18.82 as follows:
1717 6 (105 ILCS 5/10-20.85 new)
1818 7 Sec. 10-20.85. Postsecondary mentoring program;
1919 8 certificate.
2020 9 (a) A school district may implement a program to allow
2121 10 school personnel, including, but not limited to, athletic
2222 11 coaches, school counselors, and administrative staff, who
2323 12 possess comprehensive knowledge about postsecondary academic
2424 13 or vocational options and opportunities to provide mentoring
2525 14 services or guidance related to postsecondary academic and
2626 15 vocational options to high school students.
2727 16 (b) The services or guidance that postsecondary mentors
2828 17 may provide or offer to students under this Section may
2929 18 include, without limitations, the following services:
3030 19 (1) connecting students to postsecondary opportunities
3131 20 through college fairs, job fairs, and college visits;
3232 21 (2) assisting students with the college application
3333 22 and enrollment processes;
3434 23 (3) informing students about postsecondary career

7777 7 The State Board of Education may establish guidelines for
7878 8 the services and guidance that may be offered to students
7979 9 under the program.
8080 10 (c) The participation of school personnel in the program
8181 11 shall be on a voluntary basis only. School personnel
8282 12 participating in the program may receive compensation for
8383 13 their participation in the program.
8484 14 (d) If a school district offers a program under this
8585 15 Section, the school district may issue to school personnel who
8686 16 participate in the program a certificate certifying that the
8787 17 participant possesses sufficient knowledge to provide advice
8888 18 and guidance to students about postsecondary academic or
8989 19 vocational options and opportunities. The State Board of
9090 20 Education may provide for the form of the certificate to be
9191 21 made available for use by school districts.
9292 22 (e) The State Board of Education may adopt any rules that
9393 23 are necessary to implement this Section.
