1111 1 AN ACT concerning criminal law.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Controlled Substances Act is
1515 5 amended by changing Section 206 as follows:
1616 6 (720 ILCS 570/206) (from Ch. 56 1/2, par. 1206)
1717 7 Sec. 206. (a) The controlled substances listed in this
1818 8 Section are included in Schedule II.
1919 9 (b) Unless specifically excepted or unless listed in
2020 10 another schedule, any of the following substances whether
2121 11 produced directly or indirectly by extraction from substances
2222 12 of vegetable origin, or independently by means of chemical
2323 13 synthesis, or by combination of extraction and chemical
2424 14 synthesis:
2525 15 (1) Opium and opiates, and any salt, compound,
2626 16 derivative or preparation of opium or opiate, excluding
2727 17 apomorphine, dextrorphan, levopropoxyphene, nalbuphine,
2828 18 nalmefene, naloxone, and naltrexone, and their respective
2929 19 salts, but including the following:

3131 21 (ii) Opium extracts;

104104 1 "over-the-counter drug product" means a drug that is
105105 2 available to consumers without a prescription and sold
106106 3 in compliance with the safety and labeling standards
107107 4 as set forth by the United States Food and Drug
108108 5 Administration.
109109 6 (2) Any salt, compound, isomer, derivative or
110110 7 preparation thereof which is chemically equivalent or
111111 8 identical with any of the substances referred to in
112112 9 subparagraph (1), but not including the isoquinoline
113113 10 alkaloids of opium;
114114 11 (3) Opium poppy and poppy straw;
115115 12 (4) Coca leaves and any salt, compound, isomer, salt
116116 13 of an isomer, derivative, or preparation of coca leaves
117117 14 including cocaine or ecgonine, and any salt, compound,
118118 15 isomer, derivative, or preparation thereof which is
119119 16 chemically equivalent or identical with any of these
120120 17 substances, but not including decocainized coca leaves or
121121 18 extractions of coca leaves which do not contain cocaine or
122122 19 ecgonine (for the purpose of this paragraph, the term
123123 20 "isomer" includes optical, positional and geometric
124124 21 isomers);
125125 22 (5) Concentrate of poppy straw (the crude extract of
126126 23 poppy straw in either liquid, solid or powder form which
127127 24 contains the phenanthrine alkaloids of the opium poppy).
