311 1 AN ACT concerning business.
412 2 Be it enacted by the People of the State of Illinois,
513 3 represented in the General Assembly:
6-4 Section 5. The Illinois Procurement Code is amended by
7-5 adding Section 55-30 as follows:
8-6 (30 ILCS 500/55-30 new)
9-7 Sec. 55-30. State Procurement Diversity and Inclusion Task
10-8 Force.
11-9 (a) The State Procurement Diversity and Inclusion Task
12-10 Force is hereby created.
13-11 (b) The Task Force shall study the underrepresentation of
14-12 minorities, women, and persons with disabilities, and members
15-13 of the LGBTQ+ community, with regard to corporate diversity
16-14 and State of Illinois procurement opportunities and awards.
17-15 The Task Force shall review the required business filings that
18-16 require disclosure of a business entity's demographic makeup,
19-17 the Business Enterprise Program, and the Illinois Procurement
20-18 Code in an effort to identify areas for improvement that
21-19 increase diversity and inclusion.
22-20 (c) The Task Force may request testimony from any person
23-21 or entity that may assist in increasing understanding or
24-22 solution-based ideologies that will improve representation and
25-23 opportunities for minorities, women, persons with

17+7 Sec. 14.40. State contractors reporting.
18+8 (a) Except as provided for in subsection (b), as soon as
19+9 practical after the effective date of this amendatory Act of
20+10 the 103rd General Assembly, but no later than January 1, 2024,
21+11 a corporation that has contracts with this State shall include
22+12 as part of its annual report submitted to the Secretary of
23+13 State under this Act a list of its professional services
24+14 suppliers by category, including, but not limited to, legal
25+15 services, accounting services, media placement, technology
26+16 services, asset management, and consulting services. The list
27+17 shall include the percentage of owners and employees in each
28+18 category that are women or are members of a minority group. The
29+19 list shall identify minority groups with specificity,
30+20 including, but not limited to, African American, Latin
31+21 American, and Asian American and Pacific Islander.
32+22 (b) Corporations that submit annual supplier diversity
33+23 reports to the Illinois Commerce Commission in accordance with

34-1 disabilities, and LGBTQ+ persons within business entities and
35-2 State procurement.
36-3 (d) The Task Force shall consist of the following members:
37-4 (1) the Secretary of State, or his or her designee,
38-5 who shall be the Chair of the Task Force;
39-6 (2) one member of the House of Representatives
40-7 appointed by the Speaker of the House of Representatives;
41-8 (3) one member of the House of Representatives
42-9 appointed by the Minority Leader of the House of
43-10 Representatives;
44-11 (4) one member of the Senate appointed by the
45-12 President of the Senate;
46-13 (5) one member of the Senate appointed by the Minority
47-14 Leader of the Senate;
48-15 (6) two chief procurement officers of a State agency,
49-16 appointed by the Governor; and
50-17 (7) five members representing women-owned businesses,
51-18 businesses owned by a person with disability,
52-19 minority-owned businesses, LGBTQ+-owned businesses,
53-20 appointed one each by the Governor, the Speaker of the
54-21 House of Representatives, the President of the Senate, the
55-22 Minority Leader of the House of Representatives, and the
56-23 Minority Leader of the Senate.
57-24 (e) Members of the Task Force shall serve without
58-25 compensation for the duration of the Task Force, but they may
59-26 be reimbursed for reasonable travel expenses and in compliance

70-1 with the Secretary of State travel rules required for
71-2 attendance at meetings. Vacancies in the Task Force shall be
72-3 filled by the original appointing authority.
73-4 (f) As soon as practicable, but no later than September 1,
74-5 2023, all members shall be appointed to the Task Force. As soon
75-6 as practicable after all members have been appointed, the Task
76-7 Force shall hold its first meeting. The Task Force shall hold
77-8 at least 5 meetings.
78-9 (g) The Office of the Secretary of State shall provide
79-10 administrative and other support to the Task Force.
80-11 (h) The Task Force shall from time to time submit reports
81-12 of its findings and recommendations on its work to the
82-13 Governor and the General Assembly. By January 1, 2025, the
83-14 Task Force shall submit a final report to the Governor and
84-15 General Assembly containing its findings and recommendations.
85-16 (i) This Section is repealed on January 1, 2026.
86-17 Section 99. Effective date. This Act takes effect upon
87-18 becoming law.
