11	11	1 AN ACT concerning wildlife.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Wildlife Code is amended by changing
15	15	5 Section 1.3 as follows:

18	18	8 Sec. 1.3. The Department shall have the authority to
19	19	9 manage wildlife and regulate the taking of wildlife for the
20	20	10 purposes of providing public recreation and controlling
21	21	11 wildlife populations. The seasons during which wildlife may be
22	22	12 taken, the methods for taking wildlife, the daily bag limits,
23	23	13 and the possession limits shall be established by the
24	24	14 Department through administrative rule, but the Department may
25	25	15 not provide for a longer season, a larger daily bag limit, or a
26	26	16 larger possession limit than is provided in this Code.
27	27	17 The Natural Resources Advisory Board may also recommend to
28	28	18 the Director of Natural Resources any reductions or increases
29	29	19 of seasons and bag or possession limits or the closure of any
30	30	20 season when research and inventory data indicate the need for
31	31	21 such changes.
32	32	22 The Department is authorized to establish seasons for the
33	33	23 taking of migratory birds within the dates established

68	68	1 annually by Proclamation of the Secretary, United States
69	69	2 Department of the Interior, known as the "Rules and
70	70	3 Regulations for Migratory Bird Hunting" (50 CFR 20 et seq.).
71	71	4 When the biological balance of any species is affected, the
72	72	5 Director may with the approval of the Conservation Advisory
73	73	6 Board, by administrative rule, lengthen, shorten or close the
74	74	7 season during which waterfowl may be taken within the federal
75	75	8 limitations prescribed. If the Department does not adopt an
76	76	9 administrative rule establishing a season, then the season
77	77	10 shall be as set forth in the current "Rules and Regulations for
78	78	11 Migratory Bird Hunting". The Department shall advise the
79	79	12 public by reasonable means of the dates of the various
80	80	13 seasons.
81	81	14 The Department may utilize the services of the staff of
82	82	15 the Illinois Natural History Survey of the University of
83	83	16 Illinois for making investigations as to the population status
84	84	17 of the various species of wildlife.
85	85	18 Employees or agents of any state, federal, or municipal
86	86	19 government or body when engaged in investigational work and
87	87	20 law enforcement, may with prior approval of the Director, be
88	88	21 exempted from the provisions of this Act.

148	148	10 changes in a statute that is represented in this Act by text
