13	13	1 AN ACT concerning education.
14	14	2 Be it enacted by the People of the State of Illinois,
15	15	3 represented in the General Assembly:
16	16	4 Section 5. The School Code is amended by changing Section
17	17	5 24-8 as follows:
18	18	6 (105 ILCS 5/24-8) (from Ch. 122, par. 24-8)
19	19	7 Sec. 24-8. Minimum salary. In fixing the salaries of
20	20	8 teachers, school boards shall pay those who serve on a
21	21	9 full-time basis not less than a rate for the school year that
22	22	10 is based upon training completed in a recognized institution
23	23	11 of higher learning, as follows: for the school year beginning
24	24	12 July 1, 1980 and until the 2020-2021 school year, less than a
25	25	13 bachelor's degree, $9,000; 120 semester hours or more and a
26	26	14 bachelor's degree, $10,000; 150 semester hours or more and a
27	27	15 master's degree, $11,000. In fixing the salaries of teachers,
28	28	16 a school board shall pay those who serve on a full-time basis a
29	29	17 rate not less than (i) $32,076 for the 2020-2021 school year,
30	30	18 (ii) $34,576 for the 2021-2022 school year, (iii) $37,076 for
31	31	19 the 2022-2023 school year, and (iv) $40,000 for the 2023-2024
32	32	20 school year, (v) $42,500 for the 2029-2030 school year, (vi)
33	33	21 $45,000 for the 2034-2035 school year, (vii) $47,500 for the
34	34	22 2039-2040 school year, and (viii) $50,000 for the 2044-2045

76	76	1 thereafter, subject to review by the General Assembly, shall
77	77	2 equal the minimum salary rate for the previous school year
78	78	3 increased by a percentage equal to the percentage increase, if
79	79	4 any, in the Consumer Price Index for All Urban Consumers for
80	80	5 all items published by the United States Department of Labor
81	81	6 for the previous school year.
82	82	7 On or before January 31, 2020, the Professional Review
83	83	8 Panel created under Section 18-8.15 must submit a report to
84	84	9 the General Assembly on how State funds and funds distributed
85	85	10 under the evidence-based funding formula under Section 18-8.15
86	86	11 may aid the financial effects of the changes made by this
87	87	12 amendatory Act of the 101st General Assembly.
88	88	13 Based upon previous public school experience in this State
89	89	14 or any other state, territory, dependency or possession of the
90	90	15 United States, or in schools operated by or under the auspices
91	91	16 of the United States, teachers who serve on a full-time basis
92	92	17 shall have their salaries increased to at least the following
93	93	18 amounts above the starting salary for a teacher in such
94	94	19 district in the same classification: with less than a
95	95	20 bachelor's degree, $750 after 5 years; with 120 semester hours
96	96	21 or more and a bachelor's degree, $1,000 after 5 years and
97	97	22 $1,600 after 8 years; with 150 semester hours or more and a
98	98	23 master's degree, $1,250 after 5 years, $2,000 after 8 years
99	99	24 and $2,750 after 13 years.
100	100	25 For the purpose of this Section a teacher's salary shall
101	101	26 include any amount paid by the school district on behalf of the

112	112	1 teacher, as teacher contributions, to the Teachers' Retirement
113	113	2 System of the State of Illinois.
114	114	3 If a school board establishes a schedule for teachers'
115	115	4 salaries based on education and experience, not inconsistent
116	116	5 with this Section, all certificated nurses employed by that
117	117	6 board shall be paid in accordance with the provisions of such
118	118	7 schedule.
119	119	8 For purposes of this Section, a teacher who submits a
120	120	9 certificate of completion to the school office prior to the
121	121	10 first day of the school term shall be considered to have the
122	122	11 degree stated in such certificate.
