14	14	1 AN ACT concerning local government.
15	15	2 Be it enacted by the People of the State of Illinois,
16	16	3 represented in the General Assembly:
17	17	4 Section 5. The Regional Transportation Authority Act is
18	18	5 amended by adding Section 2.10a as follows:
19	19	6 (70 ILCS 3615/2.10a new)
20	20	7 Sec. 2.10a. Zero-emission buses.
21	21	8 (a) As used in this Section:
22	22	9 "Zero-emission bus" means a bus that is:
23	23	10 (1) designed to carry more than 10 passengers and is
24	24	11 used to carry passengers for compensation.
25	25	12 (2) a zero-emission vehicle; and
26	26	13 (3) not a taxi.
27	27	14 "Zero-emission vehicle" means a fuel cell or electric
28	28	15 vehicle that:
29	29	16 (1) is a motor vehicle;
30	30	17 (2) is made by a commercial manufacturer;
31	31	18 (3) is manufactured primarily for use on public
32	32	19 streets, roads, and highways;
33	33	20 (4) has a maximum speed capability of at least 55
34	34	21 miles per hour;
35	35	22 (5) is powered entirely by electricity or powered by
36	36	23 combining hydrogen and oxygen, which runs the motor;

79	79	1 (6) has an operating range of at least 100 miles; and
80	80	2 (7) produces only water vapor and heat as byproducts.
81	81	3 (b) A Service Board may not enter into a contract or
82	82	4 contract amendment after the effective date of this amendatory
83	83	5 Act of the 103rd General Assembly to purchase a bus that is not
84	84	6 a zero-emission bus for the purpose of the Service Board's
85	85	7 transit bus fleet.
86	86	8 Section 90. The State Mandates Act is amended by adding
87	87	9 Section 8.47 as follows:
88	88	10 (30 ILCS 805/8.47 new)
89	89	11 Sec. 8.47. Exempt mandate. Notwithstanding Sections 6 and
90	90	12 8 of this Act, no reimbursement by the State is required for
91	91	13 the implementation of any mandate created by this amendatory
92	92	14 Act of the 103rd General Assembly.
93	93	15 Section 99. Effective date. This Act takes effect upon
94	94	16 becoming law.
