                    103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB3931 Introduced , by Rep. Janet Yang Rohr SYNOPSIS AS INTRODUCED:  625 ILCS 5/6-913 new  Amends the Illinois Vehicle Code. Provides that the Secretary of State shall develop and maintain a database that allows residents of the State to voluntarily provide the Illinois State Police with critical information about themselves or loved ones with developmental, cognitive, mental, medical, or physical disabilities who may require special assistance during an emergency or non-emergency situation. Provides that the Secretary shall issue an identification card that enables first responders to identify the participant as a person who requires special assistance. 1  AN ACT concerning transportation.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Illinois Vehicle Code is amended by adding
5  Section 6-913 as follows:
6  (625 ILCS 5/6-913 new)
7  Sec. 6-913. Special assistance database. The Secretary
8  shall develop and maintain a database that allows residents of
9  this State to voluntarily provide first responders with
10  critical information about themselves or loved ones with
11  developmental, cognitive, mental, medical, or physical
12  disabilities who may require special assistance during an
13  emergency or nonemergency situation. The Secretary shall
14  collect information including, but not limited to, methods of
15  communication, sensory and medical issues, and approach and
16  deescalation techniques. The Secretary shall issue an
17  identification card that enables first responders to identify
18  the participant as a person who requires special assistance.
