11	11	1 AN ACT concerning transportation.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Vehicle Code is amended by adding
15	15	5 Section 6-913 as follows:

17	17	7 Sec. 6-913. Special assistance database. The Secretary
18	18	8 shall develop and maintain a database that allows residents of
19	19	9 this State to voluntarily provide first responders with
20	20	10 critical information about themselves or loved ones with
21	21	11 developmental, cognitive, mental, medical, or physical
22	22	12 disabilities who may require special assistance during an
23	23	13 emergency or nonemergency situation. The Secretary shall
24	24	14 collect information including, but not limited to, methods of
25	25	15 communication, sensory and medical issues, and approach and
26	26	16 deescalation techniques. The Secretary shall issue an
27	27	17 identification card that enables first responders to identify
28	28	18 the participant as a person who requires special assistance.
