1111 1 AN ACT concerning transportation.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Vehicle Code is amended by adding
1515 5 Section 6-913 as follows:

1717 7 Sec. 6-913. Special assistance database. The Secretary
1818 8 shall develop and maintain a database that allows residents of
1919 9 this State to voluntarily provide first responders with
2020 10 critical information about themselves or loved ones with
2121 11 developmental, cognitive, mental, medical, or physical
2222 12 disabilities who may require special assistance during an
2323 13 emergency or nonemergency situation. The Secretary shall
2424 14 collect information including, but not limited to, methods of
2525 15 communication, sensory and medical issues, and approach and
2626 16 deescalation techniques. The Secretary shall issue an
2727 17 identification card that enables first responders to identify
2828 18 the participant as a person who requires special assistance.
