11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Racial Impact Note Act is amended by adding
15	15	5 Section 110-30 as follows:
16	16	6 (25 ILCS 83/110-30 new)
17	17	7 Sec. 110-30. Governor's recommendations regarding the
18	18	8 production of statements or notes.
19	19	9 (a) By December 31, 2023, the Office of the Governor shall
20	20	10 submit a report to the General Assembly with recommendations
21	21	11 regarding the production of statements or notes that a member
22	22	12 of the General Assembly may request under this Act. The report
23	23	13 shall include recommendations:
24	24	14 (1) on the methodology for estimating the impact of
25	25	15 proposed legislation on racial and ethnic minorities as
26	26	16 specified under Section 110-5;
27	27	17 (2) for estimating the racial and ethnic composition
28	28	18 of the population who may be impacted by proposed
29	29	19 legislation as specified under Section 110-5;
30	30	20 (3) on formatting for the production of any statement
31	31	21 or note requested under this Act;
32	32	22 (4) on the methodology for evaluating equitable
33	33	23 outcomes for underserved populations in Illinois pursuant

74	74	7 (b) Subject to appropriation, the Office of the Governor
75	75	8 may contract with an entity or entities that have expertise in
76	76	9 racial impact or equity impact assessments for the production
77	77	10 of the report required by this Section.
78	78	11 (c) This Section is repealed on January 1, 2025.
79	79	12 Section 99. Effective date. This Act takes effect upon
80	80	13 becoming law.
