11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The General Assembly Operations Act is amended
15	15	5 by adding Section 17 as follows:

17	17	7 Sec. 17. Use of private land. If a legislator introduces
18	18	8 legislation that results in the taking of private land for a
19	19	9 project in another legislator's district, then a project of
20	20	10 that same type must be completed in the district of the
21	21	11 legislator who introduced the legislation that resulted in the
