SYNOPSIS AS INTRODUCED: 
 
Appropriates specified amounts to the Supreme Court for 
the following purposes: operational expenses, awards, grants, 
permanent improvements, and probation reimbursements; various 
programs; oversight and management of electronic filing, case 
management systems, and committees and commissions; expenses 
relating to various federal and State projects; the 
distribution to for the facilitation of petitions of 
expungement of minor cannabis offenses; the reduction of case 
backlogs and managing increases in case fi lings, modernizing 
court technology infrastructure, and supporting Access to 
Justice programs; and to provide funding to counties for public 
defenders and public defender services. Effective July 1, 2023.

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly:  3 
 
  Section 5. In addition to other sums appropriated the sum 4 
of $522,601,300, or so much thereof may be necessary, is 5 
appropriated from the General Revenue Fund t o the Supreme Court 6 
for operational expenses, awards, grant, permanent 7 
improvements, and probation reimbursements for the fiscal year 8 
ending June 30, 2024. 9 
 
  Section 10. The sum of $29,131,200, or so much thereof as 10 
may be necessary, is appropriated from the Mandatory 11 
Arbitration Fund to the Supreme Court for mandatory arbitration 12 
programs. 13 
 
  Section 15. The sum of $708,800, or so much thereof as may 14 
be necessary, is appropriated from the Foreign Language 15 
Interpreter Fund to the Supreme Court for the Foreign Language 16 
Interpreter Program. 17 
 
  Section 20. The sum of $20,793,900, or so much thereof as 18 
may be necessary, is appropriated from the Supreme Court 19

and management of electronic filing, ca se management systems, 1 
and committees and commissions of the Supreme Court. 2 
 
  Section 25. The sum of $6,000,000, or so much thereof as 3 
may be necessary, is appropriated from the Supreme Court 4 
Federal Projects Fund to the Supreme Court for expenses 5 
relating to various federal projects. 6 
 
  Section 30. The sum of $4,000,000, or so much thereof may 7 
be necessary, is appropriated from the Supreme Court Special 8 
State Projects Fund to the Supreme Court for expenses relating 9 
to various State projects. 10 
 
  Section 35. The amount of $500,000, or so much thereof as 11 
may be necessary, is appropriated from the Cannabis Expungement 12 
Fund to the Supreme Court for the distribution to clerks of the 13 
circuit court for the facilitation of petitions of expungement 14 
of minor cannabis offenses pursuant to the Cannabis Regulation 15 
and Tax Act. 16 
 
  Section 40. The sum of $5,000,000, or so much thereof as 17 
may be necessary, is appropriated from the Mandatory 18 
Arbitration Fund to the Supreme Court for the reduction of case 19 
backlogs and managing increases in case filings, modernizing 20

Justice programs. 1 
 
  Section 45. The sum of $10,000,000, or so much thereof as 2 
may be necessary, is appropriated from the Public Defender Fund 3 
to the Supreme Court to provide funding to counties for public 4 
defenders and public defender services.  5 
 
Section 99. Effective date. This Act takes effect July 1, 6 
2023. 7
