1111 1 AN ACT concerning gaming.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Sports Wagering Act is amended by changing
1515 5 Section 25-40 as follows:

1717 7 Sec. 25-40. Master sports wagering license issued to a
1818 8 sports facility.
1919 9 (a) As used in this Section, "designee" means a master
2020 10 sports wagering licensee under Section 25-30, 25-35, or 25-45
2121 11 or a management services provider licensee.
2222 12 (b) A sports facility or a designee contracted to operate
2323 13 sports wagering at or within a 5-block radius of the sports
2424 14 facility may apply to the Board for a master sports wagering
2525 15 license. To the extent permitted by federal and State law, the
2626 16 Board shall actively seek to achieve racial, ethnic, and
2727 17 geographic diversity when issuing master sports wagering
2828 18 licenses to sports facilities or their designees and encourage
2929 19 minority-owned businesses, women-owned businesses,
3030 20 veteran-owned businesses, and businesses owned by persons with
3131 21 disabilities to apply for licensure. Additionally, the report
3232 22 published under subsection (m) of Section 25-45 shall impact
3333 23 the issuance of the master sports wagering license to the

6969 2 For the purposes of this subsection (b), "minority-owned

7171 4 persons with disabilities" have the meanings given to those
7272 5 terms in Section 2 of the Business Enterprise for Minorities,
7373 6 Women, and Persons with Disabilities Act.
7474 7 (c) The Board may issue up to 7 master sports wagering
7575 8 licenses to sports facilities or their designees that meet the
7676 9 requirements for licensure as determined by rule by the Board.
7777 10 If more than 7 qualified applicants apply for a master sports
7878 11 wagering license under this Section, the licenses shall be
7979 12 granted in the order in which the applications were received.
8080 13 If a license is denied, revoked, or not renewed, the Board may
8181 14 begin a new application process and issue a license under this
8282 15 Section in the order in which the application was received.
8383 16 (d) The initial license fee for a master sports wagering
8484 17 license for a sports facility is $10,000,000, except that the
8585 18 initial license fee for a master sports wagering license for a
8686 19 sports facility with a maximum seating capacity of 12,000 or
8787 20 less is $3,500,000. The master sports wagering license is
8888 21 valid for 4 years.
8989 22 (e) The sports facility or its designee may renew the
9090 23 master sports wagering license for a period of 4 years by
9191 24 paying a $1,000,000 renewal fee to the Board.
9292 25 (f) A sports facility or its designee issued a master
9393 26 sports wagering license may conduct sports wagering at or

105105 2 (g) A sports facility or its designee issued a master
106106 3 sports wagering license may conduct sports wagering over the
107107 4 Internet within the sports facility or within a 5-block radius
108108 5 of the sports facility.
109109 6 (h) The sports wagering offered by a sports facility or
110110 7 its designee over the Internet or through a mobile application
111111 8 shall be offered under the same brand as the sports facility is
112112 9 operating under, the brand the designee is operating under, or
113113 10 a combination thereof.
114114 11 (i) Until issuance of the first license under Section
115115 12 25-45 or March 5, 2022, whichever occurs first, an individual
116116 13 must register in person at a sports facility or the designee's
117117 14 facility to participate in sports wagering offered over the
118118 15 Internet or through a mobile application.
