13	13	1 AN ACT concerning education.
14	14	2 Be it enacted by the People of the State of Illinois,
15	15	3 represented in the General Assembly:
16	16	4 Section 5. The School Code is amended by adding Sections
17	17	5 2-3.196, 10-20.85 and 34-18.82 as follows:
18	18	6 (105 ILCS 5/2-3.196 new)
19	19	7 Sec. 2-3.196. Parent Advisory Committee.
20	20	8 (a) By December 31, 2023, the State Board of Education
21	21	9 shall establish a Parent Advisory Committee. The Parent
22	22	10 Advisory Committee is created for the purpose of reviewing and
23	23	11 making recommendations to the State Board with respect to the
24	24	12 State Board's process of adopting new teaching standards
25	25	13 pursuant to paragraph (1) of subsection (a) of Section 21B-5
26	26	14 of this Code or learning standards pursuant to Section 27-1 of
27	27	15 this Code.
28	28	16 (b) The committee shall consist of all of the following
29	29	17 members, each of whom shall be the parent of a student who is
30	30	18 enrolled in a public elementary or secondary school in this
31	31	19 State:
32	32	20 (1) Three members who are appointed by the President
33	33	21 of the Senate.
34	34	22 (2) Three members who are appointed by the Minority
35	35	23 Leader of the Senate.

78	78	5 (c) The members of the committee shall serve without
79	79	6 compensation. Vacancies shall be filled in the same manner as
80	80	7 the original appointments.
81	81	8 (d) Prior to adopting any new teaching standard or
82	82	9 learning standard, the State Board shall convene the committee
83	83	10 and submit the proposed teaching standard or learning standard
84	84	11 to the committee for review. Following the committee's review
85	85	12 of the proposed teaching or learning standard, the committee
86	86	13 shall provide its recommendations on the proposed standard to
87	87	14 the State Board. The State Board is not required to accept any
88	88	15 of the committee's recommendations, but the State Board must
89	89	16 review and consider the recommendations made by the committee
90	90	17 prior to adopting the proposed teaching or learning standard.
91	91	18 (e) At the first meeting of the committee for the review of
92	92	19 a new teaching standard or learning standard proposed by the
93	93	20 State Board, the members of the committee shall elect a
94	94	21 chairperson from among its members to serve for the duration
95	95	22 of the committee's work on the proposed teaching or learning
96	96	23 standard. The committee shall meet at least once to review
97	97	24 each new teaching standard or learning standard proposed by
98	98	25 the State Board. The committee may meet at additional times
99	99	26 for the further review of a proposed teaching standard or

111	111	2 reconvened by the State Board.
112	112	3 (f) The State Board shall provide administrative support
113	113	4 to the committee. The committee shall be a standing committee
114	114	5 within the State Board, but the committee shall be required to
115	115	6 meet only if convened under subsection (d) or (e) of this
116	116	7 Section.

119	119	10 (a) A school board shall adopt a policy to ensure that the
120	120	11 parent or guardian of a student is provided with an
121	121	12 opportunity to review the curricula and learning material used
122	122	13 in the student's classroom at any point during the school year
123	123	14 if the parent or guardian requests to review the curricula and
124	124	15 learning material.
