1313 1 AN ACT concerning education.
1414 2 Be it enacted by the People of the State of Illinois,
1515 3 represented in the General Assembly:
1616 4 Section 5. The School Code is amended by adding Sections
1717 5 2-3.196, 10-20.85 and 34-18.82 as follows:
1818 6 (105 ILCS 5/2-3.196 new)
1919 7 Sec. 2-3.196. Parent Advisory Committee.
2020 8 (a) By December 31, 2023, the State Board of Education
2121 9 shall establish a Parent Advisory Committee. The Parent
2222 10 Advisory Committee is created for the purpose of reviewing and
2323 11 making recommendations to the State Board with respect to the
2424 12 State Board's process of adopting new teaching standards
2525 13 pursuant to paragraph (1) of subsection (a) of Section 21B-5
2626 14 of this Code or learning standards pursuant to Section 27-1 of
2727 15 this Code.
2828 16 (b) The committee shall consist of all of the following
2929 17 members, each of whom shall be the parent of a student who is
3030 18 enrolled in a public elementary or secondary school in this
3131 19 State:
3232 20 (1) Three members who are appointed by the President
3333 21 of the Senate.
3434 22 (2) Three members who are appointed by the Minority
3535 23 Leader of the Senate.

7878 5 (c) The members of the committee shall serve without
7979 6 compensation. Vacancies shall be filled in the same manner as

8181 8 (d) Prior to adopting any new teaching standard or
8282 9 learning standard, the State Board shall convene the committee
8383 10 and submit the proposed teaching standard or learning standard
8484 11 to the committee for review. Following the committee's review
8585 12 of the proposed teaching or learning standard, the committee
8686 13 shall provide its recommendations on the proposed standard to
8787 14 the State Board. The State Board is not required to accept any
8888 15 of the committee's recommendations, but the State Board must
8989 16 review and consider the recommendations made by the committee
9090 17 prior to adopting the proposed teaching or learning standard.
9191 18 (e) At the first meeting of the committee for the review of
9292 19 a new teaching standard or learning standard proposed by the
9393 20 State Board, the members of the committee shall elect a
9494 21 chairperson from among its members to serve for the duration
9595 22 of the committee's work on the proposed teaching or learning
9696 23 standard. The committee shall meet at least once to review
9797 24 each new teaching standard or learning standard proposed by
9898 25 the State Board. The committee may meet at additional times
9999 26 for the further review of a proposed teaching standard or

111111 2 reconvened by the State Board.
112112 3 (f) The State Board shall provide administrative support
113113 4 to the committee. The committee shall be a standing committee
114114 5 within the State Board, but the committee shall be required to
115115 6 meet only if convened under subsection (d) or (e) of this
116116 7 Section.

119119 10 (a) A school board shall adopt a policy to ensure that the
120120 11 parent or guardian of a student is provided with an
121121 12 opportunity to review the curricula and learning material used
122122 13 in the student's classroom at any point during the school year
123123 14 if the parent or guardian requests to review the curricula and
124124 15 learning material.
125125 16 (b) The policy adopted under subsection (a) must be
126126 17 published in the student handbook and on the school district's
127127 18 Internet website if one is maintained.
