11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB4073 Introduced , by Rep. Norine K. Provides that the State Board of Education shall establish a program to provide: (1) funding for medical residency positions that are not funded by the federal Centers for Medicare and Medicaid Services or other established funding source; (2) technical assistance for entities that wish to establish a residency program, including, but not limited to: entities that are not licensed hospitals and federally qualified health centers; and (3) startup funding for entities that wish to establish a residency program. Sets forth provisions concerning the application process and priority. Provides that the State Healthcare Workforce Council shall provide information annually to the Board of Higher Education related to workforce shortages to assist in the development of the application, and shall be responsible for reviewing applications and making recommendations to the Board of Higher Education regarding funding recipients. Creates the Medical Residency Education Fund to expand graduate medical education opportunities in the State and maximize the delivery of medical care and physician services to specific areas of the state where there is a recognized unmet priority need for medical care and physician services. 1313 1 AN ACT concerning education.
1414 2 Be it enacted by the People of the State of Illinois,
1515 3 represented in the General Assembly:
1616 4 Section 1. Short title. This act may be referred to as the
1717 5 Expanding Medical Residency Opportunities in Illinois Law.
1818 6 Section 3. Findings. The General Assembly finds that:
1919 7 (1) There is a significant shortage of physicians in
2020 8 rural and underserved areas throughout the State.
2121 9 (2) Supporting the development of a greater supply of
2222 10 physicians to serve in rural and underserved areas in the
2323 11 state by expanding residency training opportunities is of
2424 12 great importance and the establishment of a program to
2525 13 achieve this purpose is a desirable, necessary, and
2626 14 economical method of increasing the number of physicians
2727 15 to provide needed medical services to the people of this
2828 16 State.
2929 17 Section 5. The Comprehensive Healthcare Workforce Planning
3030 18 Act is amended by adding Section 30 as follows:

7272 1 to develop a health workforce that meets the State's health

7777 6 (1) develop graduate medical education and workforce
7878 7 training and development priorities for the State;
7979 8 (2) discuss and make recommendations regarding the use
8080 9 of health care education and training funds appropriated
8181 10 by the General Assembly for programs administered under
8282 11 Section 9.43 of the Board of Higher Education Act;
8383 12 (3) develop standards and guidelines for residency and
8484 13 health professions education and training programs funded
8585 14 under Section 9.43 of the Board of Higher Education Act;
8686 15 (4) review outcomes data from funded programs, as
8787 16 provided to the commission by the department, to
8888 17 reprioritize and reassess the graduate medical education
8989 18 and health professions education and training needs of
9090 19 communities;
9191 20 (5) explore options for developing a broad graduate
9292 21 medical education and health professions education and
9393 22 training funding strategy;
9494 23 (6) advocate for additional funds and additional
9595 24 sources of funds to stimulate expansion of graduate
9696 25 medical education and health professions education and
9797 26 training in the State;

112112 5 (8) review and recommend health professions career
113113 6 pathways or ladders.
114114 7 The Council shall give primary consideration to increasing
115115 8 workforce diversity and furthering improved access, quality,
116116 9 and equity of health care for underserved or underrepresented
117117 10 populations.
118118 11 Section 10. The State Finance Act is amended by adding
119119 12 Section 5.990 as follows:

140140 1 Medicaid Services or other established funding source;
141141 2 (2) technical assistance for entities that wish to
142142 3 establish a residency program, including, but not limited
143143 4 to: entities that are not licensed hospitals or federally
144144 5 qualified health centers; and
145145 6 (3) startup funding for entities that wish to
146146 7 establish a residency program.
147147 8 (b) The Board of Higher Education shall establish an
148148 9 application process for an entity seeking money from the fund.
149149 10 The application and contract criteria should be based on
150150 11 health care workforce needs and priorities. When funding new
151151 12 medical residency positions, priority shall be given to
152152 13 programs that strive to:
153153 14 (1) graduate individuals who practice in medically
154154 15 underserved areas in the State; and
155155 16 (2) locate the program's main training site in a
156156 17 medically underserved area.
157157 18 (c) The State Healthcare Workforce Council shall provide
158158 19 information annually to the Board of Higher Education related
159159 20 to workforce shortages to assist in the development of the
160160 21 application, and shall be responsible for reviewing
161161 22 applications and making recommendations to the Board of Higher
162162 23 Education regarding funding recipients.
163163 24 (d) An entity receiving funding under the fund shall
164164 25 provide any information requested by the State Board that the
165165 26 State Board determines is necessary to administer this

177177 2 (e) Funds shall be awarded to those institutions that best
178178 3 demonstrate the ability to provide quality education and
179179 4 training and to retain residents in specific areas of the
180180 5 State where there is a recognized unmet priority need for
181181 6 physicians.
182182 7 (f) The Medical Residency Education Fund is created as a
183183 8 special fund in the State treasury. The Board shall deposit
184184 9 into the Fund moneys appropriated or received as gifts. Moneys
185185 10 in the Fund shall be used by the Board, subject to
186186 11 appropriation, to expand graduate medical education
187187 12 opportunities in the State and maximize the delivery of
188188 13 medical care and physician services to specific areas of the
189189 14 state where there is a recognized unmet priority need for
190190 15 medical care and physician services pursuant to this Section.
