4-AN ACT concerning transportation.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Illinois Vehicle Code is amended by
8-changing Sections 3-506 and 3-802 and by adding Section
9-3-699.22 as follows:
10-(625 ILCS 5/3-506)
11-Sec. 3-506. Transfer of plates to spouses of military
12-service members. Upon the death of a military service member
13-who has been issued a special plate under Section 3-609.1,
14-3-620, 3-621, 3-622, 3-623, 3-624, 3-625, 3-626, 3-628, 3-638,
15-3-642, 3-645, 3-647, 3-650, 3-651, 3-666, 3-667, 3-668, 3-669,
16-3-676, 3-677, 3-680, 3-681, 3-683, 3-686, 3-688, 3-693, 3-698,
17-3-699.12, 3-699.15, 3-699.16, 3-699.17, 3-699.19, or 3-699.20,
18-or 3-699.22 of this Code, the surviving spouse of that service
19-member may retain the plate so long as that spouse is a
20-resident of Illinois and transfers the registration to his or
21-her name within 180 days of the death of the service member.
22-For the purposes of this Section, "service member" means
23-any individual who is serving or has served in any branch of
24-the United States Armed Forces, including the National Guard
25-or other reserve components of the Armed Forces, and has been
26-issued a special plate listed in this Section.
3+1 AN ACT concerning transportation.
4+2 Be it enacted by the People of the State of Illinois,
5+3 represented in the General Assembly:
6+4 Section 5. The Illinois Vehicle Code is amended by
7+5 changing Sections 3-506 and 3-802 and by adding Section
8+6 3-699.22 as follows:

10+8 Sec. 3-506. Transfer of plates to spouses of military

13+11 3-620, 3-621, 3-622, 3-623, 3-624, 3-625, 3-626, 3-628, 3-638,
14+12 3-642, 3-645, 3-647, 3-650, 3-651, 3-666, 3-667, 3-668, 3-669,
15+13 3-676, 3-677, 3-680, 3-681, 3-683, 3-686, 3-688, 3-693, 3-698,
16+14 3-699.12, 3-699.15, 3-699.16, 3-699.17, 3-699.19, or 3-699.20,
17+15 or 3-699.22 of this Code, the surviving spouse of that service
18+16 member may retain the plate so long as that spouse is a
19+17 resident of Illinois and transfers the registration to his or
20+18 her name within 180 days of the death of the service member.
21+19 For the purposes of this Section, "service member" means

35-Sec. 3-699.22. Air Force Combat Action Medal license
36-plates.
37-(a) In addition to any other special license plate, the
38-Secretary, upon receipt of all applicable fees and
39-applications made in the form prescribed by the Secretary of
40-State, may issue Air Force Combat Action Medal license plates
41-to residents of this State who have been awarded the Air Force
42-Combat Action Medal. The special Air Force Combat Action Medal
43-plate issued under this Section shall be affixed only to
44-passenger vehicles of the first division, motorcycles, and
45-motor vehicles of the second division weighing not more than
46-8,000 pounds. Plates issued under this Section shall expire
47-according to the staggered multi-year procedure established by
48-Section 3-414.1.
49-(b) The plates shall display the Air Force Combat Action
50-Medal. In all other respects, the design, color, and format of
51-the special plates shall be wholly within the discretion of
52-the Secretary. The Secretary may, in the Secretary's own
53-discretion, allow the plates to be issued as vanity plates or
54-personalized in accordance with Section 3-405.1 of this Code.
55-The plates are not required to designate "Land of Lincoln", as
56-prescribed in subsection (b) of Section 3-412. The Secretary
57-shall prescribe the eligibility requirements and, in the

64-(a) Definitions. For the purposes of this Section, the
65-following words shall have the meanings ascribed to them as
66-follows:
67-"Reclassification" means changing the registration of
68-a vehicle from one plate category to another.
69-"Upgrade" means increasing the registered weight of a
70-vehicle within the same plate category.
71-(b) When reclassing the registration of a vehicle from one
72-plate category to another, the owner shall receive credit for
73-the unused portion of the present plate and be charged the
74-current portion fees for the new plate. In addition, the
75-appropriate replacement plate and replacement sticker fees
76-shall be assessed.
77-(b-5) Any Beginning with the 2019 registration year, any
78-individual who has a registration issued under either Section
79-3-405 or 3-405.1 that qualifies for a special license plate
80-under Section 3-609, 3-609.1, 3-620, 3-621, 3-622, 3-623,
81-3-624, 3-625, 3-626, 3-628, 3-638, 3-642, 3-645, 3-647, 3-650,
82-3-651, 3-664, 3-666, 3-667, 3-668, 3-669, 3-676, 3-677, 3-680,
83-3-681, 3-683, 3-686, 3-688, 3-693, 3-698, 3-699.12, 3-699.15,
84-3-699.16, 3-699.17, 3-699.19, or 3-699.20, or 3-699.22 may

87-reclass his or her registration upon acquiring a special
88-license plate listed in this subsection (b-5) without a
89-replacement plate or digital plate fee or registration sticker
90-or digital registration sticker cost.
91-(b-10) Any Beginning with the 2019 registration year, any
92-individual who has a special license plate issued under
93-Section 3-609, 3-609.1, 3-620, 3-621, 3-622, 3-623, 3-624,
94-3-625, 3-626, 3-628, 3-638, 3-642, 3-645, 3-647, 3-650, 3-651,
95-3-664, 3-666, 3-667, 3-668, 3-669, 3-676, 3-677, 3-680, 3-681,
96-3-683, 3-686, 3-688, 3-693, 3-698, 3-699.12, or 3-699.17, or
97-3-699.22 may reclass his or her special license plate upon
98-acquiring a new registration under Section 3-405 or 3-405.1
99-without a replacement plate or digital plate fee or
100-registration sticker or digital registration sticker cost.
101-(c) When upgrading the weight of a registration within the
102-same plate category, the owner shall pay the difference in
103-current period fees between the 2 plates. In addition, the
104-appropriate replacement plate and replacement sticker fees
105-shall be assessed. In the event new plates are not required,
106-the corrected registration card fee shall be assessed.
107-(d) In the event the owner of the vehicle desires to change
108-the registered weight and change the plate category, the owner
109-shall receive credit for the unused portion of the
110-registration fee of the current plate and pay the current
111-portion of the registration fee for the new plate, and in
112-addition, pay the appropriate replacement plate and

115-replacement sticker fees.
116-(e) Reclassing from one plate category to another plate
117-category can be done only once within any registration period.
118-(f) No refunds shall be made in any of the circumstances
119-found in subsection (b), subsection (c), or subsection (d);
120-however, when reclassing from a flat weight plate to an
121-apportioned plate, a refund may be issued if the credit
122-amounts to an overpayment.
123-(g) In the event the registration of a vehicle registered
124-under the mileage tax option is revoked, the owner shall be
125-required to pay the annual registration fee in the new plate
126-category and shall not receive any credit for the mileage
127-plate fees.
128-(h) Certain special interest plates may be displayed on
129-first division vehicles, second division vehicles weighing
130-8,000 pounds or less, and recreational vehicles. Those plates
131-can be transferred within those vehicle groups.
132-(i) Plates displayed on second division vehicles weighing
133-8,000 pounds or less and passenger vehicle plates may be
134-reclassed from one division to the other.
135-(j) Other than in subsection (i), reclassing from one
136-division to the other division is prohibited. In addition, a
137-reclass from a motor vehicle to a trailer or a trailer to a
138-motor vehicle is prohibited.
