1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Disaster Relief Act is amended by adding
1515 5 Section 5 as follows:

1717 7 Sec. 5. Supplemental disaster relief grants.
1818 8 (a) The Illinois Emergency Management Agency and Office of
1919 9 Homeland Security may provide State supplemental grants to
2020 10 meet disaster-related necessary expenses or serious needs of
2121 11 individuals and households adversely affected by any disaster
2222 12 declared by the President of the United States in those cases
2323 13 in which individuals and households are unable to meet those
2424 14 expenses or needs through assistance under Section 408 of the
2525 15 federal Robert T. Stafford Disaster Relief and Emergency
2626 16 Assistance Act (42 U.S.C. 5174) or from other sources.
2727 17 (b) Grants under this Section shall be made only to
2828 18 individuals and households that, in either case, are
2929 19 determined, by the Illinois Emergency Management Agency and
3030 20 Office of Homeland Security, to be eligible for federal
3131 21 assistance under 42 U.S.C. 5174, that have unmet serious
3232 22 needs, and that have suffered losses reimbursable under that
3333 23 program in excess of the maximum federal grant amount.

6868 1 (c) The Illinois Emergency Management Agency and Office of
6969 2 Homeland Security may make a grant to an eligible individual
7070 3 or eligible household in an amount equal to the difference
7171 4 between the federal grant awarded to the individual or
7272 5 household and the federally eligible appraised loss of the
7373 6 individual or household, not to exceed $10,000 per individual
7474 7 or household.
7575 8 (d) The Illinois Emergency Management Agency and Office of
7676 9 Homeland Security shall adopt rules establishing application
7777 10 procedures for grants awarded under this Section. The adopted
7878 11 rules must, at a minimum, specify that:
7979 12 (1) all application procedures must conform to the
8080 13 procedures required in the federal Robert T. Stafford
8181 14 Disaster Relief and Emergency Assistance Act, as amended;
8282 15 (2) the Illinois Emergency Management Agency and
8383 16 Office of Homeland Security must ensure that applicants
8484 17 for relief under this Section have exhausted all other
8585 18 available means of seeking relief for disaster damage
8686 19 prior to receiving any grants under this Section;
8787 20 (3) all applications, forms, and other written
8888 21 materials to be presented to persons seeking assistance
8989 22 must be available in English and in the same language as
9090 23 that used by the largest non-English-speaking population
9191 24 within the disaster area; and
9292 25 (4) bilingual staff who reflect the demographics of
9393 26 the disaster area must be available to applicants.
