17		-	(a) In addition to any other special license plate, the
18		-	Secretary, upon receipt of all applicable fees and
19		-	applications made in the form prescribed by the Secretary, may
20		-	issue Universal special license plates to residents of
21		-	Illinois on behalf of organizations that have been authorized
22		-	by the General Assembly to issue decals for Universal special
23		-	license plates. Appropriate documentation, as determined by
24		-	the Secretary, shall accompany each application. Authorized

	16	+	14 (a) In addition to any other special license plate, the
	17	+	15 Secretary, upon receipt of all applicable fees and
	18	+	16 applications made in the form prescribed by the Secretary, may

39		-	may charge a fee to offset the cost of producing and
40		-	distributing the decal, but that fee shall be retained by the
41		-	authorized organization and shall be separate and distinct
42		-	from any registration fees charged by the Secretary. No decal,
43		-	sticker, or other material may be affixed to a Universal
44		-	special license plate other than a decal authorized by the
45		-	General Assembly in this Section or a registration renewal
46		-	sticker. The special plates issued under this Section shall be
47		-	affixed only to passenger vehicles of the first division,
48		-	including motorcycles and autocycles, or motor vehicles of the
49		-	second division weighing not more than 8,000 pounds. Plates
50		-	issued under this Section shall expire according to the
51		-	multi-year procedure under Section 3-414.1 of this Code.
52		-	(b) The design, color, and format of the Universal special
53		-	license plate shall be wholly within the discretion of the
54		-	Secretary. Universal special license plates are not required
55		-	to designate "Land of Lincoln", as prescribed in subsection
56		-	(b) of Section 3-412 of this Code. The design shall allow for

70		-	(c) When authorizing a Universal special license plate,
71		-	the General Assembly shall set forth whether an additional fee
72		-	is to be charged for the plate and, if a fee is to be charged,
73		-	the amount of the fee and how the fee is to be distributed.
74		-	When necessary, the authorizing language shall create a
75		-	special fund in the State treasury into which fees may be
76		-	deposited for an authorized Universal special license plate.
77		-	Additional fees may only be charged if the fee is to be paid
78		-	over to a State agency or to a charitable entity that is in
79		-	compliance with the registration and reporting requirements of
80		-	the Charitable Trust Act and the Solicitation for Charity Act.
81		-	Any charitable entity receiving fees for the sale of Universal
82		-	special license plates shall annually provide the Secretary of
83		-	State a letter of compliance issued by the Attorney General
84		-	verifying that the entity is in compliance with the Charitable

87		-	Trust Act and the Solicitation for Charity Act.
88		-	(d) Upon original issuance and for each registration
89		-	renewal period, in addition to the appropriate registration
90		-	fee, if applicable, the Secretary shall collect any additional
91		-	fees, if required, for issuance of Universal special license
92		-	plates. The fees shall be collected on behalf of the
93		-	organization designated by the applicant when applying for the
94		-	plate. All fees collected shall be transferred to the State
95		-	agency on whose behalf the fees were collected, or paid into
96		-	the special fund designated in the law authorizing the
97		-	organization to issue decals for Universal special license
98		-	plates. All money in the designated fund shall be distributed
99		-	by the Secretary subject to appropriation by the General
100		-	Assembly.
101		-	(e) The following organizations may issue decals for
102		-	Universal special license plates with the original and renewal
103		-	fees and fee distribution as follows:
104		-	(1) The Illinois Department of Natural Resources.
105		-	(A) Original issuance: $25; with $10 to the
106		-	Roadside Monarch Habitat Fund and $15 to the Secretary
107		-	of State Special License Plate Fund.
108		-	(B) Renewal: $25; with $23 to the Roadside Monarch
109		-	Habitat Fund and $2 to the Secretary of State Special
110		-	License Plate Fund.
111		-	(2) Illinois Veterans' Homes.

241		-	roadside monarch and other pollinator habitat development,
242		-	enhancement, and restoration projects in this State.
243		-	(2) The Prostate Cancer Awareness Fund. All money in
244		-	the Prostate Cancer Awareness Fund shall be paid as grants
245		-	to the Prostate Cancer Foundation of Chicago.
246		-	(3) The Horsemen's Council of Illinois Fund. All money
247		-	in the Horsemen's Council of Illinois Fund shall be paid
248		-	as grants to the Horsemen's Council of Illinois.
249		-	(4) The Post-Traumatic Stress Disorder Awareness Fund.
250		-	All money in the Post-Traumatic Stress Disorder Awareness
251		-	Fund shall be paid as grants to K9s for Veterans, NFP for
252		-	support, education, and awareness of veterans with

256		-	(5) The Guide Dogs of America Fund. All money in the
257		-	Guide Dogs of America Fund shall be paid as grants to the
258		-	International Guiding Eyes, Inc., doing business as Guide

260		-	(6) The Mechanics Training Fund. All money in the
261		-	Mechanics Training Fund shall be paid as grants to the
262		-	Mechanics Local 701 Training Fund.
263		-	(7) The Theresa Tracy Trot - Illinois CancerCare
264		-	Foundation Fund. All money in the Theresa Tracy Trot -
265		-	Illinois CancerCare Foundation Fund shall be paid to the
266		-	Illinois CancerCare Foundation for the purpose of
267		-	furthering pancreatic cancer research.
268		-	(8) The Developmental Disabilities Awareness Fund. All
269		-	money in the Developmental Disabilities Awareness Fund
270		-	shall be paid as grants to the Illinois Department of
271		-	Human Services to fund legal aid groups to assist with
272		-	guardianship fees for private citizens willing to become
273		-	guardians for individuals with developmental disabilities
274		-	but who are unable to pay the legal fees associated with
275		-	becoming a guardian.
276		-	(9) The Pediatric Cancer Awareness Fund. All money in
277		-	the Pediatric Cancer Awareness Fund shall be paid as
278		-	grants to the Cancer Center at Illinois for pediatric
279		-	cancer treatment and research.
280		-	(10) The Folds of Honor Foundation Fund. All money in

283		-	the Folds of Honor Foundation Fund shall be paid as grants
284		-	to the Folds of Honor Foundation to aid in providing
285		-	educational scholarships to military families.
286		-	(11) The Experimental Aircraft Association Fund. All
287		-	money in the Experimental Aircraft Association Fund shall
288		-	be paid, subject to appropriation by the General Assembly
289		-	and distribution by the Secretary, as grants to promote
290		-	recreational aviation.
291		-	(12) The Child Abuse Council of the Quad Cities Fund.
292		-	All money in the Child Abuse Council of the Quad Cities
293		-	Fund shall be paid as grants to benefit the Child Abuse
294		-	Council of the Quad Cities.
295		-	(13) The Illinois Health Care Workers Benefit Fund.
296		-	All money in the Illinois Health Care Workers Benefit Fund
297		-	shall be paid as grants to the Trinity Health Foundation
298		-	for the benefit of health care workers, doctors, nurses,
299		-	and others who work in the health care industry in this
300		-	State.
301		-	(14) The Future Farmers of America Fund. All money in
302		-	the Future Farmers of America Fund shall be paid as grants
303		-	to the Illinois Association of Future Farmers of America.

314		-	(a) In addition to any other special license plate, the
315		-	Secretary, upon receipt of all applicable fees and
316		-	applications made in the form prescribed by the Secretary, may
317		-	issue Universal special license plates to residents of
318		-	Illinois on behalf of organizations that have been authorized
319		-	by the General Assembly to issue decals for Universal special
320		-	license plates. Appropriate documentation, as determined by
321		-	the Secretary, shall accompany each application. Authorized
322		-	organizations shall be designated by amendment to this
323		-	Section. When applying for a Universal special license plate
324		-	the applicant shall inform the Secretary of the name of the
325		-	authorized organization from which the applicant will obtain a
326		-	decal to place on the plate. The Secretary shall make a record
327		-	of that organization and that organization shall remain
328		-	affiliated with that plate until the plate is surrendered,
329		-	revoked, or otherwise cancelled. The authorized organization
330		-	may charge a fee to offset the cost of producing and
331		-	distributing the decal, but that fee shall be retained by the
332		-	authorized organization and shall be separate and distinct
333		-	from any registration fees charged by the Secretary. No decal,
334		-	sticker, or other material may be affixed to a Universal
335		-	special license plate other than a decal authorized by the

339		-	sticker. The special plates issued under this Section shall be
340		-	affixed only to passenger vehicles of the first division,
341		-	including motorcycles and autocycles, or motor vehicles of the
342		-	second division weighing not more than 8,000 pounds. Plates
343		-	issued under this Section shall expire according to the
344		-	multi-year procedure under Section 3-414.1 of this Code.
345		-	(b) The design, color, and format of the Universal special
346		-	license plate shall be wholly within the discretion of the
347		-	Secretary. Universal special license plates are not required
348		-	to designate "Land of Lincoln", as prescribed in subsection
349		-	(b) of Section 3-412 of this Code. The design shall allow for
350		-	the application of a decal to the plate. Organizations
351		-	authorized by the General Assembly to issue decals for
352		-	Universal special license plates shall comply with rules
353		-	adopted by the Secretary governing the requirements for and
354		-	approval of Universal special license plate decals. The
355		-	Secretary may, in his or her discretion, allow Universal
356		-	special license plates to be issued as vanity or personalized
357		-	plates in accordance with Section 3-405.1 of this Code. The
358		-	Secretary of State must make a version of the special
359		-	registration plates authorized under this Section in a form
360		-	appropriate for motorcycles and autocycles.
361		-	(c) When authorizing a Universal special license plate,
362		-	the General Assembly shall set forth whether an additional fee

368		-	special fund in the State treasury into which fees may be

371		-	over to a State agency or to a charitable entity that is in
372		-	compliance with the registration and reporting requirements of
373		-	the Charitable Trust Act and the Solicitation for Charity Act.
374		-	Any charitable entity receiving fees for the sale of Universal
375		-	special license plates shall annually provide the Secretary of
376		-	State a letter of compliance issued by the Attorney General
377		-	verifying that the entity is in compliance with the Charitable

379		-	(d) Upon original issuance and for each registration
380		-	renewal period, in addition to the appropriate registration

384		-	organization designated by the applicant when applying for the
385		-	plate. All fees collected shall be transferred to the State

	395	+	4 (a) In addition to any other special license plate, the
	396	+	5 Secretary, upon receipt of all applicable fees and
	397	+	6 applications made in the form prescribed by the Secretary, may
	398	+	7 issue Universal special license plates to residents of
	399	+	8 Illinois on behalf of organizations that have been authorized
	400	+	9 by the General Assembly to issue decals for Universal special
	401	+	10 license plates. Appropriate documentation, as determined by
	402	+	11 the Secretary, shall accompany each application. Authorized
	403	+	12 organizations shall be designated by amendment to this
	404	+	13 Section. When applying for a Universal special license plate
	405	+	14 the applicant shall inform the Secretary of the name of the
	406	+	15 authorized organization from which the applicant will obtain a
	407	+	16 decal to place on the plate. The Secretary shall make a record
	408	+	17 of that organization and that organization shall remain
	409	+	18 affiliated with that plate until the plate is surrendered,
	410	+	19 revoked, or otherwise cancelled. The authorized organization
	411	+	20 may charge a fee to offset the cost of producing and
	412	+	21 distributing the decal, but that fee shall be retained by the
	413	+	22 authorized organization and shall be separate and distinct
	414	+	23 from any registration fees charged by the Secretary. No decal,
	415	+	24 sticker, or other material may be affixed to a Universal

	433	+	7 multi-year procedure under Section 3-414.1 of this Code.
	434	+	8 (b) The design, color, and format of the Universal special
	435	+	9 license plate shall be wholly within the discretion of the
	436	+	10 Secretary. Universal special license plates are not required
	437	+	11 to designate "Land of Lincoln", as prescribed in subsection
	438	+	12 (b) of Section 3-412 of this Code. The design shall allow for
	439	+	13 the application of a decal to the plate. Organizations
	440	+	14 authorized by the General Assembly to issue decals for
	441	+	15 Universal special license plates shall comply with rules
	442	+	16 adopted by the Secretary governing the requirements for and
	443	+	17 approval of Universal special license plate decals. The
	444	+	18 Secretary may, in his or her discretion, allow Universal
	445	+	19 special license plates to be issued as vanity or personalized
	446	+	20 plates in accordance with Section 3-405.1 of this Code. The
	447	+	21 Secretary of State must make a version of the special
	448	+	22 registration plates authorized under this Section in a form
	449	+	23 appropriate for motorcycles and autocycles.
	450	+	24 (c) When authorizing a Universal special license plate,
	451	+	25 the General Assembly shall set forth whether an additional fee
	452	+	26 is to be charged for the plate and, if a fee is to be charged,

	468	+	6 over to a State agency or to a charitable entity that is in
	469	+	7 compliance with the registration and reporting requirements of
	470	+	8 the Charitable Trust Act and the Solicitation for Charity Act.
	471	+	9 Any charitable entity receiving fees for the sale of Universal
	472	+	10 special license plates shall annually provide the Secretary of
	473	+	11 State a letter of compliance issued by the Attorney General
	474	+	12 verifying that the entity is in compliance with the Charitable
	475	+	13 Trust Act and the Solicitation for Charity Act.
	476	+	14 (d) Upon original issuance and for each registration
	477	+	15 renewal period, in addition to the appropriate registration
	478	+	16 fee, if applicable, the Secretary shall collect any additional
	479	+	17 fees, if required, for issuance of Universal special license
	480	+	18 plates. The fees shall be collected on behalf of the
	481	+	19 organization designated by the applicant when applying for the
	482	+	20 plate. All fees collected shall be transferred to the State
	483	+	21 agency on whose behalf the fees were collected, or paid into
	484	+	22 the special fund designated in the law authorizing the
	485	+	23 organization to issue decals for Universal special license
	486	+	24 plates. All money in the designated fund shall be distributed
	487	+	25 by the Secretary subject to appropriation by the General
	488	+	26 Assembly.

	756	+	6 Human Services to fund legal aid groups to assist with
	757	+	7 guardianship fees for private citizens willing to become

	760	+	10 becoming a guardian.
	761	+	11 (9) The Pediatric Cancer Awareness Fund. All money in
	762	+	12 the Pediatric Cancer Awareness Fund shall be paid as
	763	+	13 grants to the Cancer Center at Illinois for pediatric
	764	+	14 cancer treatment and research.
	765	+	15 (10) The Folds of Honor Foundation Fund. All money in
	766	+	16 the Folds of Honor Foundation Fund shall be paid as grants
	767	+	17 to the Folds of Honor Foundation to aid in providing
	768	+	18 educational scholarships to military families.
	769	+	19 (11) The Experimental Aircraft Association Fund. All
	770	+	20 money in the Experimental Aircraft Association Fund shall
	771	+	21 be paid, subject to appropriation by the General Assembly
	772	+	22 and distribution by the Secretary, as grants to promote
	773	+	23 recreational aviation.
	774	+	24 (12) The Child Abuse Council of the Quad Cities Fund.
