11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB4210 Introduced , by Rep. Kam Buckner SYNOPSIS AS INTRODUCED: New Act Creates the Low-Carbon Distribution and Delivery Act. Designates residentially zoned areas in counties with a population of 3,000,000 or more as low-carbon delivery zones. Requires a last-mile delivery to a low-carbon delivery zone to be made using a low-carbon delivery method. Requires the Department of Transportation to establish a Low-Carbon Fleet Rebate Program. Provides that the Program shall offer a qualifying purchaser a grant up to 50% toward the purchase of an electric-assist cargo bicycle. Provides that the Program shall offer increased grant incentives of an additional 25% of the purchase amount for the purchase of an electric-assist cargo bicycle that will deliver goods within a low-carbon delivery area that is also designated as an equity investment eligible community. Limits a grant provided under the Program to a maximum award of 75% of the purchase price per electric-assist cargo bicycle. Provides that multiple bicycles may be included in each grant under Program. Allows the Department to limit the amount or number of grants awarded to each qualifying purchaser. Requires a fleet owner to be domiciled in the State. Requires an electric-assist cargo bicycle that acquired using grants from the Program to operate exclusively within the State. 1111 1 AN ACT concerning transportation.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. Short title. This Act may be cited as the
1515 5 Low-Carbon Delivery and Distribution Act.
1616 6 Section 5. Definitions. As used in the Act:
1717 7 "Electric-assist cargo bicycle" means a bicycle with 2 or
1818 8 3 wheels, a saddle, fully operative pedals for human
1919 9 propulsion, and an electric motor.
2020 10 "Equity investment eligible communities" has the meaning
2121 11 given to that term in the Energy Transition Act.
2222 12 "Last-mile delivery" means the movement of goods from a
2323 13 transportation hub to the final delivery destination.
2424 14 "Last-mile delivery" does not include the delivery of
2525 15 furniture, appliance, or other large item not suitable for
2626 16 utilizing a low-carbon delivery method.
2727 17 "Program" means the Low-Carbon Fleet Rebate Program.
2828 18 "Qualifying purchaser" means the fleet or owner who will
2929 19 operate or manage the vehicle for a minimum period that shall
3030 20 be designated by the Department of Transportation. The
3131 21 qualifying purchaser must be a newly formed business entity
3232 22 that is not a subsidiary of a parent organization that has a
3333 23 gross annual revenue of $20,000,000 or more.

6868 1 Section 10. Low-carbon delivery zone; last-mile
6969 2 deliveries. In a county with a population of 3,000,000 or
7070 3 more, any residentially zoned area shall be designated as a
7171 4 low-carbon delivery zone for the purposes of this Act.
7272 5 A last-mile delivery to a low-carbon delivery zone shall
7373 6 be made using a low-carbon delivery method, including, but not
7474 7 limited to, bicycles, electric-assist cargo bicycles, electric
7575 8 vehicles, or mopeds.
7676 9 Section 15. Rebate and incentive program.
7777 10 (a) The Department of Transportation shall establish a
7878 11 Low-Carbon Fleet Rebate Program to provide a fleet owner in
7979 12 the State grants to promote and implement the requirements of
8080 13 this Act. The Program shall offer a qualifying purchaser a
8181 14 grant up to 50% of the purchase price for the purchase of an
8282 15 electric-assist cargo bicycle.
8383 16 (b) The Program shall offer increased grant incentives of
8484 17 an additional 25% of the purchase amount for the purchase of an
8585 18 electric-assist cargo bicycle that will deliver goods within a
8686 19 low-carbon delivery area that is also designated as an equity
8787 20 investment eligible community.
8888 21 (c) A grant provided under the Program is limited to a
8989 22 maximum award of 75% of the purchase price per electric-assist
9090 23 cargo bicycle. Multiple bicycles may be included in each grant
9191 24 under Program, however, the Department shall have the
