11	11	1 AN ACT concerning local government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Municipal Code is amended by
15	15	5 changing Section 11-74.4-3.5 as follows:
16	16	6 (65 ILCS 5/11-74.4-3.5)
17	17	7 Sec. 11-74.4-3.5. Completion dates for redevelopment
18	18	8 projects.
19	19	9 (a) Unless otherwise stated in this Section, the estimated
20	20	10 dates of completion of the redevelopment project and
21	21	11 retirement of obligations issued to finance redevelopment
22	22	12 project costs (including refunding bonds under Section
23	23	13 11-74.4-7) may not be later than December 31 of the year in
24	24	14 which the payment to the municipal treasurer, as provided in
25	25	15 subsection (b) of Section 11-74.4-8 of this Act, is to be made
26	26	16 with respect to ad valorem taxes levied in the 23rd calendar
27	27	17 year (i) after the year in which the ordinance approving the
28	28	18 redevelopment project area was adopted if the ordinance was
29	29	19 adopted on or after January 15, 1981 through the effective
30	30	20 date of this amendatory Act of the 103rd General Assembly or
31	31	21 (ii) after the year in which the first project started using

76	76	9 Section 11-74.4-3, the estimated dates of completion of the
77	77	10 redevelopment project and retirement of obligations issued to
78	78	11 finance redevelopment project costs (including refunding bonds
79	79	12 under Section 11-74.4-7) may not be later than December 31 of
80	80	13 the year in which the payment to the municipal treasurer, as
81	81	14 provided in subsection (b) of Section 11-74.4-8 of this Act,
82	82	15 is to be made with respect to ad valorem taxes levied in the
83	83	16 35th calendar year after the year in which the ordinance
84	84	17 approving the redevelopment project area was adopted.
85	85	18 (a-7) A municipality may adopt tax increment financing for
86	86	19 a redevelopment project area located in a transit facility
87	87	20 improvement area that also includes real property located
88	88	21 within an existing redevelopment project area established
89	89	22 prior to August 12, 2016 (the effective date of Public Act
90	90	23 99-792). In such case: (i) the provisions of this Division
91	91	24 shall apply with respect to the previously established
92	92	25 redevelopment project area until the municipality adopts, as
93	93	26 required in accordance with applicable provisions of this

104	104	1 Division, an ordinance dissolving the special tax allocation
105	105	2 fund for such redevelopment project area and terminating the
106	106	3 designation of such redevelopment project area as a
107	107	4 redevelopment project area; and (ii) after the effective date
108	108	5 of the ordinance described in (i), the provisions of this
109	109	6 Division shall apply with respect to the subsequently
110	110	7 established redevelopment project area located in a transit
111	111	8 facility improvement area.
112	112	9 (b) The estimated dates of completion of the redevelopment
113	113	10 project and retirement of obligations issued to finance
114	114	11 redevelopment project costs (including refunding bonds under
115	115	12 Section 11-74.4-7) may not be later than December 31 of the
116	116	13 year in which the payment to the municipal treasurer as
117	117	14 provided in subsection (b) of Section 11-74.4-8 of this Act is
118	118	15 to be made with respect to ad valorem taxes levied in the 32nd
119	119	16 calendar year after the year in which the ordinance approving
120	120	17 the redevelopment project area was adopted if the ordinance
121	121	18 was adopted on September 9, 1999 by the Village of Downs.
122	122	19 The estimated dates of completion of the redevelopment
123	123	20 project and retirement of obligations issued to finance
124	124	21 redevelopment project costs (including refunding bonds under
125	125	22 Section 11-74.4-7) may not be later than December 31 of the
126	126	23 year in which the payment to the municipal treasurer as
