1111 1 AN ACT concerning government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Law Enforcement Camera Grant Act is amended
1515 5 by changing Section 20 as follows:

1717 7 Sec. 20. Rules; officer body-worn camera grants.
1818 8 (a) The Board shall develop model rules for the use of
1919 9 officer body-worn cameras to be adopted by law enforcement
2020 10 agencies that receive grants under Section 10 of this Act. The
2121 11 rules shall comply with the Law Enforcement Officer-Worn Body
2222 12 Camera Act.
2323 13 (b) Each law enforcement agency receiving a grant for
2424 14 officer-worn body cameras under Section 10 of this Act must
2525 15 provide an annual report to the Board, the Governor, and the
2626 16 General Assembly on or before May 1 of the year following the
2727 17 receipt of the grant and by each May 1 thereafter during the
2828 18 period of the grant. The report shall include:
2929 19 (1) a brief overview of the makeup of the agency,
3030 20 including the number of officers utilizing officer-worn
3131 21 body cameras;
3232 22 (2) the number of officer-worn body cameras utilized

7070 3 (4) a brief description of the review process used by
7171 4 supervisors within the law enforcement agency;
7272 5 (5) (blank); for each recording used in prosecutions
7373 6 of conservation, criminal, or traffic offenses or
7474 7 municipal ordinance violations:
7575 8 (A) the time, date, and location of the incident;
7676 9 and
7777 10 (B) the offenses charged and the date charges were
7878 11 filed;
7979 12 (6) (blank); and for a recording used in a civil
8080 13 proceeding or internal affairs investigation:
8181 14 (A) the number of pending civil proceedings and
8282 15 internal investigations;
8383 16 (B) in resolved civil proceedings and pending
8484 17 investigations:
8585 18 (i) the nature of the complaint or
8686 19 allegations;
8787 20 (ii) the disposition, if known; and
8888 21 (iii) the date, time and location of the
8989 22 incident; and
9090 23 (7) any other information relevant to the
9191 24 administration of the program.
9292 25 (c) On or before July 30 of each year, the Board must
9393 26 analyze the law enforcement agency reports and provide an
