11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB4625 Introduced , by Rep. Janet Yang Rohr SYNOPSIS AS INTRODUCED: 105 ILCS 5/27-20.07 new Amends the Courses of Study Article of the School Code. Provides that all school districts shall, with guidance and standards provided by the State Board of Education and a group of educators convened by the State Board of Education, ensure that students receive developmentally appropriate opportunities to gain digital literacy skills beginning in elementary school. Provides that digital literacy instruction shall include developmentally appropriate instruction in digital citizenship skills, media literacy, and AI literacy. Provides that digital literacy skills may, based on the recommendation of the State Board of Education, incorporate existing computer literacy standards. 1313 1 AN ACT concerning education.
1414 2 Be it enacted by the People of the State of Illinois,
1515 3 represented in the General Assembly:
1616 4 Section 5. The School Code is amended by adding Section
1717 5 27-20.07 as follows:
1818 6 (105 ILCS 5/27-20.07 new)
1919 7 Sec. 27-20.07. Digital literacy skills.
2020 8 (a) In this Section:
2121 9 "AI" means artificial intelligence.
2222 10 "Cybersecurity" means the ability to stay safe while using
2323 11 technology to engage with society.
2424 12 "Digital citizenship" means the ability to act responsibly
2525 13 while using technology, such as computers, the Internet, or
2626 14 digital devices, in order to engage with society.
2727 15 "Generative AI" means an AI model that can take in a
2828 16 variety of inputs, typically expressive content such as text
2929 17 or an image, and can produce expressive content as its output.
3030 18 "Media literacy" means the ability to access, analyze,
3131 19 evaluate, create, and communicate using a variety of objective
3232 20 forms, including, but not limited to, print, visual, audio,
3333 21 interactive, and digital text forms.
3434 22 (b) All school districts shall, with guidance and

7676 1 of educators convened by the State Board of Education, ensure
7777 2 that students receive developmentally appropriate
7878 3 opportunities to gain digital literacy skills beginning in
7979 4 elementary school. Digital literacy instruction shall include
8080 5 developmentally appropriate instruction in digital citizenship
8181 6 skills, media literacy, and AI literacy as provided in this
8282 7 Section.
8383 8 (c) Digital literacy skills may, based on the
8484 9 recommendation of the State Board of Education, incorporate
8585 10 existing computer literacy standards.
8686 11 (d) At a minimum, digital citizenship skills instruction
8787 12 shall include all of the following:
8888 13 (1) The meaning and impact of a student's digital
8989 14 footprint while inside and outside of the classroom.
9090 15 (2) Cybersecurity while inside and outside of the
9191 16 classroom.
9292 17 (e) At a minimum, media literacy instruction shall include
9393 18 all media literacy requirements under Section 27-20.08 of this
9494 19 Code.
9595 20 (f) At a minimum, AI literacy instruction shall include
9696 21 all of the following:
9797 22 (1) What constitutes generative AI.
9898 23 (2) Ethics and responsibilities associated with the
9999 24 use of generative AI.
100100 25 (3) Instruction on age-appropriate use of generative
