Provides that a municipality shall receive a waiver from paying a required match to a State grant of State moneys if the municipality meets all the other requirements needed for approval of the grant and submits documentation to the Governor's Office of Management and Budget, in a form and manner prescribed by the Office, that the municipality: (1) has a population under 25,000; (2) has over 13% of its residents under the federal poverty guidelines; (3) has had a negative fund balance within the past 5 years; or (4) has at least twice the debt compared to the retail market value of the municipality's real and personal property and moneys in the municipality's accounts.. 11	11	1 AN ACT concerning local government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Municipal Code is amended by
15	15	5 adding Section 8-1-19 as follows:
16	16	6 (65 ILCS 5/8-1-19 new)
17	17	7 Sec. 8-1-19. Matching payments for grants. A municipality
18	18	8 shall receive a waiver from paying a required match to a State
19	19	9 grant of State moneys if the municipality meets all the other
20	20	10 requirements needed for approval of the grant and submits
21	21	11 documentation to the Governor's Office of Management and
22	22	12 Budget, in a form and manner prescribed by the Office, that the
23	23	13 municipality:
24	24	14 (1) has a population under 25,000;
25	25	15 (2) has over 13% of its residents under the poverty
26	26	16 guidelines updated periodically in the Federal Register by
27	27	17 the U.S. Department of Health and Human Services under the
28	28	18 authority of 42 U.S.C. 9902(2);
29	29	19 (3) has had a negative fund balance within the past 5
30	30	20 years; or
31	31	21 (4) has at least twice the debt compared to the retail
32	32	22 market value of the municipality's real and personal
33	33	23 property and moneys in the municipality's accounts.
