11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB4872 Introduced , by Rep. Debbie Meyers-Martin SYNOPSIS AS INTRODUCED: 65 ILCS 5/8-1-19 new Amends the Illinois Municipal Code. Provides that a municipality shall receive a waiver from paying a required match to a State grant of State moneys if the municipality meets all the other requirements needed for approval of the grant and submits documentation to the Governor's Office of Management and Budget, in a form and manner prescribed by the Office, that the municipality: (1) has a population under 25,000; (2) has over 13% of its residents under the federal poverty guidelines; (3) has had a negative fund balance within the past 5 years; or (4) has at least twice the debt compared to the retail market value of the municipality's real and personal property and moneys in the municipality's accounts.. 1111 1 AN ACT concerning local government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Municipal Code is amended by
1515 5 adding Section 8-1-19 as follows:
1616 6 (65 ILCS 5/8-1-19 new)
1717 7 Sec. 8-1-19. Matching payments for grants. A municipality
1818 8 shall receive a waiver from paying a required match to a State
1919 9 grant of State moneys if the municipality meets all the other
2020 10 requirements needed for approval of the grant and submits
2121 11 documentation to the Governor's Office of Management and
2222 12 Budget, in a form and manner prescribed by the Office, that the
2323 13 municipality:
2424 14 (1) has a population under 25,000;
2525 15 (2) has over 13% of its residents under the poverty
2626 16 guidelines updated periodically in the Federal Register by
2727 17 the U.S. Department of Health and Human Services under the
2828 18 authority of 42 U.S.C. 9902(2);
2929 19 (3) has had a negative fund balance within the past 5
3030 20 years; or
3131 21 (4) has at least twice the debt compared to the retail
3232 22 market value of the municipality's real and personal
3333 23 property and moneys in the municipality's accounts.
