11	11	1 AN ACT concerning employment.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Paid Leave for All Workers Act is amended by
15	15	5 changing Section 10 as follows:

19	19	9 Sec. 10. Definitions. As used in this Act:
20	20	10 "Construction industry" means any constructing, altering,
21	21	11 reconstructing, repairing, rehabilitating, refinishing,
22	22	12 refurbishing, remodeling, remediating, renovating, custom
23	23	13 fabricating, maintenance, landscaping, improving, wrecking,
24	24	14 painting, decorating, demolishing, or adding to or subtracting
25	25	15 from any building, structure, highway, roadway, street,
26	26	16 bridge, alley, sewer, ditch, sewage disposal plant,
27	27	17 waterworks, parking facility, railroad, excavation or other
28	28	18 structure, project, development, real property, or
29	29	19 improvement, or to do any part thereof, whether or not the
30	30	20 performance of the work herein described involves the addition
31	31	21 to or fabrication into, any structure, project, development,
32	32	22 real property, or improvement herein described of any material
33	33	23 or article of merchandise.

68	68	1 "Construction industry" also includes moving construction
69	69	2 related materials on the job site or to or from the job site,
70	70	3 snow plowing, snow removal, and refuse collection.
71	71	4 "Department" means the Illinois Department of Labor.
72	72	5 "Domestic work" and "domestic worker" have the same
73	73	6 meanings as defined in Section 10 of the Domestic Workers'
74	74	7 Bill of Rights Act, except that "domestic worker" also
75	75	8 includes independent contractors, sole proprietors, and
76	76	9 partnerships.
77	77	10 "Employee" has the same application and meaning as that
78	78	11 provided in Sections 1 and 2 of the Illinois Wage Payment and
79	79	12 Collection Act. "Employee" also includes all domestic workers,
80	80	13 and, for the purposes of this Act, domestic workers shall not
81	81	14 be excluded as employees under the provisions of item (1),
82	82	15 (2), or (3) of Section 2 of the Illinois Wage Payment and
83	83	16 Collection Act. "Employee" does not include:
84	84	17 (1) an employee as defined in the federal Railroad
85	85	18 Unemployment Insurance Act (45 U.S.C. 351 et seq.) or the
86	86	19 Railway Labor Act;
87	87	20 (2) a student enrolled in and regularly attending
88	88	21 classes in a college or university that is also the
89	89	22 student's employer, and who is employed on a temporary
90	90	23 basis at less than full time at the college or university,
91	91	24 but this exclusion applies only to work performed for that
92	92	25 college or university; or
93	93	26 (3) a short-term employee who is employed by an
