1313 1 AN ACT concerning education.
1414 2 Be it enacted by the People of the State of Illinois,
1515 3 represented in the General Assembly:
1616 4 Section 5. The School Code is amended by changing Section
1717 5 24-2 as follows:
1818 6 (105 ILCS 5/24-2)
1919 7 Sec. 24-2. Holidays.
2020 8 (a) Teachers shall not be required to teach on Saturdays,
2121 9 nor, except as provided in subsection (b) of this Section,
2222 10 shall teachers, educational support personnel employees, or
2323 11 other school employees, other than noncertificated school
2424 12 employees whose presence is necessary because of an emergency
2525 13 or for the continued operation and maintenance of school
2626 14 facilities or property, be required to work on legal school
2727 15 holidays, which are January 1, New Year's Day; the third
2828 16 Monday in January, the Birthday of Dr. Martin Luther King,
2929 17 Jr.; February 12, the Birthday of President Abraham Lincoln;
3030 18 the first Monday in March (to be known as Casimir Pulaski's
3131 19 birthday); Good Friday; the day designated as Memorial Day by
3232 20 federal law; June 19, Juneteenth National Freedom Day; July 4,
3333 21 Independence Day; the first Monday in September, Labor Day;
3434 22 the second Monday in October, Columbus Day; November 11,
3535 23 Veterans' Day; the Thursday in November commonly called

7676 1 Thanksgiving Day; and December 25, Christmas Day. School
7777 2 boards may grant special holidays whenever in their judgment
7878 3 such action is advisable. No deduction shall be made from the
7979 4 time or compensation of a school employee, including an
8080 5 educational support personnel employee, on account of any
8181 6 legal or special holiday during which time the employee is
8282 7 contractually employed in which that employee would have
8383 8 otherwise been scheduled to work but for the legal or special
8484 9 holiday.
8585 10 (b) A school board or other entity eligible to apply for
8686 11 waivers and modifications under Section 2-3.25g of this Code
8787 12 is authorized to hold school or schedule teachers' institutes,
8888 13 parent-teacher conferences, or staff development on the third
8989 14 Monday in January (the Birthday of Dr. Martin Luther King,
9090 15 Jr.); February 12 (the Birthday of President Abraham Lincoln);
9191 16 the first Monday in March (known as Casimir Pulaski's
9292 17 birthday); the second Monday in October (Columbus Day); and
9393 18 November 11 (Veterans' Day), provided that:
9494 19 (1) the person or persons honored by the holiday are
9595 20 recognized through instructional activities conducted on
9696 21 that day or, if the day is not used for student attendance,
9797 22 on the first school day preceding or following that day;
9898 23 and
9999 24 (2) the entity that chooses to exercise this authority
100100 25 first holds a public hearing about the proposal. The
101101 26 entity shall provide notice preceding the public hearing

113113 2 the time, date, and place of the hearing, describe the
114114 3 proposal, and indicate that the entity will take testimony
115115 4 from educators and parents about the proposal.
116116 5 (c) Commemorative holidays, which recognize specified
117117 6 patriotic, civic, cultural or historical persons, activities,
118118 7 or events, are regular school days. Commemorative holidays
119119 8 are: January 17 (the birthday of Muhammad Ali), January 28 (to
120120 9 be known as Christa McAuliffe Day and observed as a
121121 10 commemoration of space exploration), February 15 (the birthday
122122 11 of Susan B. Anthony), March 29 (Viet Nam War Veterans' Day),
123123 12 September 11 (September 11th Day of Remembrance), September 17
124124 13 (Constitution Day), the school day immediately preceding
125125 14 Veterans' Day (Korean War Veterans' Day), October 1 (Recycling
126126 15 Day), October 7 (Iraq and Afghanistan Veterans Remembrance
127127 16 Day), December 7 (Pearl Harbor Veterans' Day), and any day so
128128 17 appointed by the President or Governor. School boards may
129129 18 establish commemorative holidays whenever in their judgment
130130 19 such action is advisable. School boards shall include
131131 20 instruction relative to commemorated persons, activities, or
132132 21 events on the commemorative holiday or at any other time
133133 22 during the school year and at any point in the curriculum when
134134 23 such instruction may be deemed appropriate. The State Board of
135135 24 Education shall prepare and make available to school boards
136136 25 instructional materials relative to commemorated persons,
137137 26 activities, or events which may be used by school boards in

148148 1 conjunction with any instruction provided pursuant to this
149149 2 paragraph.
150150 3 (d) City of Chicago School District 299 shall observe
151151 4 March 4 of each year as a commemorative holiday. This holiday
152152 5 shall be known as Mayors' Day which shall be a day to
153153 6 commemorate and be reminded of the past Chief Executive
154154 7 Officers of the City of Chicago, and in particular the late
155155 8 Mayor Richard J. Daley and the late Mayor Harold Washington.
156156 9 If March 4 falls on a Saturday or Sunday, Mayors' Day shall be
157157 10 observed on the following Monday.
158158 11 (e) Notwithstanding any other provision of State law to
159159 12 the contrary, November 3, 2020 shall be a State holiday known
160160 13 as 2020 General Election Day and shall be observed throughout
161161 14 the State pursuant to Public Act 101-642 this amendatory Act
162162 15 of the 101st General Assembly. All government offices, with
163163 16 the exception of election authorities, shall be closed unless
164164 17 authorized to be used as a location for election day services
165165 18 or as a polling place.
166166 19 Notwithstanding any other provision of State law to the
167167 20 contrary, November 8, 2022 shall be a State holiday known as
168168 21 2022 General Election Day and shall be observed throughout the
169169 22 State under Public Act 102-15.
170170 23 Notwithstanding any other provision of State law to the
171171 24 contrary, November 5, 2024 shall be a State holiday known as
172172 25 2024 General Election Day and shall be observed throughout
173173 26 this State pursuant to Public Act 103-467 this amendatory Act
