4-AN ACT concerning regulation.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 1. This Act may be referred to as the Melanoma
8-Education Law.
9-Section 5. The Acupuncture Practice Act is amended by
10-adding Section 41 as follows:
11-(225 ILCS 2/41 new)
12-Sec. 41. Abnormal skin growth education.
13-(a) In addition to any other requirements under this Act,
14-the following applicants must provide proof of completion of a
15-course approved by the Department in abnormal skin growth
16-education, including training on identifying melanoma:
17-(1) An applicant who submits an application for
18-original licensure on or after January 1, 2026.
19-(2) An applicant who was licensed before January 1,
20-2026 when submitting the applicant's first application for
21-renewal or restoration of a license on or after January 1,
22-2026.
23-(b) Nothing in this Section shall be construed to create a
24-cause of action or any civil liabilities or to require or
25-permit a licensee or applicant under this Act to practice

34-(c) A person licensed under this Act may refer an
35-individual to seek care from a medical professional regarding
36-an abnormal skin growth. Neither a person licensed under this
37-Act who completes abnormal skin growth education as a part of
38-the person's continuing education, nor the person's employer,
39-shall be civilly or criminally liable for acting in good faith
40-or failing to act on information obtained during the course of
41-practicing in the person's profession or employment concerning
42-potential abnormal skin growths.
43-Section 10. The Illinois Athletic Trainers Practice Act is
44-amended by adding Section 9.5 as follows:
45-(225 ILCS 5/9.5 new)
46-Sec. 9.5. Abnormal skin growth education.
47-(a) In addition to any other requirements under this Act,
48-the following applicants must provide proof of completion of a
49-course approved by the Department in abnormal skin growth
50-education, including training on identifying melanoma:
51-(1) An applicant who submits an application for
52-original licensure on or after January 1, 2026.
53-(2) An applicant who was licensed before January 1,

72-potential abnormal skin growths.
73-Section 15. The Massage Licensing Act is amended by adding
74-Section 68 as follows:

76-Sec. 68. Abnormal skin growth education.
77-(a) In addition to any other requirements under this Act,
78-the following applicants must provide proof of completion of a
79-course approved by the Department in abnormal skin growth
80-education, including training on identifying melanoma:

103-Section 20. The Naprapathic Practice Act is amended by
104-adding Section 66 as follows:

134-Braiding, and Nail Technology Act of 1985 is amended by adding

167-Section 35. The Electrologist Licensing Act is amended by

171-(a) In addition to any other requirements under this Act,
172-the following applicants must provide proof of completion of a
173-course approved by the Department in abnormal skin growth
174-education, including training on identifying melanoma:
175-(1) An applicant who submits an application for
176-original licensure on or after January 1, 2026.
177-(2) An applicant who was licensed before January 1,
178-2026 when submitting the applicant's first application for
179-renewal or restoration of a license on or after January 1,
180-2026.
181-(b) Nothing in this Section shall be construed to create a
