The Illinois Identification Card Act is amended 5 by adding Section 4E as follows: 6 (15 ILCS 335/4E new) 7 Sec. 4E. State Voter Identification Card. 8 (a) The Secretary of State shall issue a State Voter 9 Identification Card to any natural person who is a registered 10 voter in the State of Illinois and who applies for the card or 11 the renewal of the card. No State Voter Identification Card 12 shall be issued to any person who holds a valid foreign state 13 identification card, license, or permit, unless the person 14 first surrenders to the Secretary of State the valid foreign 15 state identification card, license, or permit. The card shall 16 be prepared and supplied by the Secretary of State and shall 17 include a photograph and signature or mark of the applicant. 18 However, the Secretary of State may provide by rule for the 19 issuance of State Voter Identification Cards without 20 photographs if the applicant has a bona fide religious 21 objection to being photographed or to the display of his or her 22 photograph.
