11	11	1 AN ACT concerning education.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The University of Illinois Act is amended by
15	15	5 adding Section 180 as follows:
16	16	6 (110 ILCS 305/180 new)
17	17	7 Sec. 180. Department of Innovation and Technology
18	18	8 efficiency report.
19	19	9 (a) Subject to appropriation, not later than June 30,
20	20	10 2025, the Government Finance Research Center at the University
21	21	11 of Illinois at Chicago, in coordination with an
22	22	12 intergovernmental advisory committee, must issue a report
23	23	13 evaluating the efficiency of Department of Innovation and
24	24	14 Technology. The report must provide recommendations for policy
25	25	15 within the Department of Innovation and Technology and for the
26	26	16 agencies it serves based on its findings. The report shall, at
27	27	17 a minimum, address all of the following areas:
28	28	18 (1) Determine where the Department of Innovation and
29	29	19 Technology has saved or lost State money due to its
30	30	20 centralized structure.
31	31	21 (2) Compare the Department of Innovation and
32	32	22 Technology's performance to alternative structures in
33	33	23 other states.

68	68	1 (3) Determine whether the Department of Innovation and
69	69	2 Technology has been adequately supporting cybersecurity
70	70	3 upgrades for State agencies.
71	71	4 (b) In developing the report under this Section, the
72	72	5 Government Finance Research Center at the University of
73	73	6 Illinois at Chicago shall form an advisory committee, which
74	74	7 shall be composed of all of the following members:
75	75	8 (1) The Director of the Department of Innovation and
76	76	9 Technology, or the Director's designee.
77	77	10 (2) The Director of Central Management Services, or
78	78	11 the Director's designee.
79	79	12 (3) The Chief Procurement Officer for General
80	80	13 Services, or the Chief Procurement Officer's designee.
81	81	14 (c) After all members are appointed, the committee shall
82	82	15 hold its first meeting at the call of the Director of the
83	83	16 Government Finance Research Center, at which meeting the
84	84	17 members shall select a chairperson from among themselves.
85	85	18 After its first meeting, the committee shall meet at the call
86	86	19 of the chairperson. Members of the committee shall serve
87	87	20 without compensation but may be reimbursed for their
88	88	21 reasonable and necessary expenses incurred in performing their
89	89	22 duties. The Government Finance Research Center shall provide
90	90	23 administrative and other support to the committee.
91	91	24 (d) This Section is repealed on January 1, 2027.
