11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB5414 Introduced , by Rep. Laura Faver Dias SYNOPSIS AS INTRODUCED: 110 ILCS 205/9.44 new Amends the Board of Higher Education Act. Provides that, subject to appropriation, the Board of Higher Education shall create a student teaching stipend program to reduce financial barriers into the teaching profession and increase the quality of the student teaching experience in order to better prepare teaching candidates for the classroom and increase teacher retention. Provides that to participate in the stipend program, an eligible student must be placed as a student teacher. Provides that an educator preparation program shall notify the Board of all eligible students who qualify for the stipend program by July 1. Provides that all eligible students shall be enrolled in the stipend program. Provides that subject to available appropriations, the Board shall disburse to each educator preparation program funds to distribute to each eligible student a stipend of up to $10,000 for one academic semester, plus additional funds to pay the direct costs of operating the stipend program. Sets forth provisions concerning funding if the amount appropriated for the program is insufficient to fund all eligible students. Provides that subject to available appropriations, the Board shall disburse to each educator preparation program funds to distribute to each eligible student a stipend of up to $1,500 per academic semester, plus additional funds to pay the direct costs of operating the stipend program. Provides that an educator preparation program may not prohibit an eligible student or an eligible teacher from participating in the program or receiving a stipend from the program. 1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Board of Higher Education Act is amended by
1515 5 adding Section 9.44 as follows:
1616 6 (110 ILCS 205/9.44 new)
1717 7 Sec. 9.44. Student teaching stipend program.
1818 8 (a) As used in this Section:
1919 9 "Cooperating teacher" means a licensed teacher or a
2020 10 teacher who has attained a Gateways Credential in Level 5 or
2121 11 higher and who is qualified to teach in the subject area
2222 12 assigned. "Educator preparation program" means an approved
2323 13 educator preparation program offered by a recognized school or
2424 14 institution under Article 21B of the School Code.
2525 15 "Eligible student" means a student who is enrolled in an
2626 16 educator preparation program, who is maintaining satisfactory
2727 17 academic progress, who is in a student teaching placement, and
2828 18 who is not contracted as the teacher of record for the student
2929 19 teaching placement. "Student teaching" means a supervised
3030 20 clinical experience that prepares a candidate to take full
3131 21 responsibility in an instructional setting.
3232 22 (b) Subject to appropriation, the Board shall create a
3333 23 student teaching stipend program to reduce financial barriers

7272 5 (c) To participate in the stipend program, an eligible
7373 6 student must be placed as a student teacher. An educator
7474 7 preparation program shall notify the Board of all eligible
7575 8 students who qualify for the stipend program by July 1. All
7676 9 eligible students shall be enrolled in the stipend program.
7777 10 (d) Under the stipend program and subject to available
7878 11 appropriations, the Board shall disburse to each educator
7979 12 preparation program funds to distribute to each eligible
8080 13 student a stipend of up to $10,000 for one academic semester,
8181 14 plus additional funds to pay the direct costs of operating the
8282 15 stipend program. The educator preparation program shall
8383 16 distribute stipend funds using the standard methods for
8484 17 allocating State-based financial aid or as wages for
8585 18 employment to each eligible student in monthly installments.
8686 19 (e) If the amount appropriated in a fiscal year is
8787 20 insufficient to fully fund stipends for the total number of
8888 21 eligible students for that fiscal year, the Board shall
8989 22 prioritize granting stipend funds to students in the following
9090 23 order:
9191 24 (1) Fully funding stipends for all eligible students
9292 25 who demonstrate financial need based on federal Pell Grant
9393 26 eligibility, Monetary Award Program eligibility, Free

104104 1 Application for Federal Student Aid eligibility, or as
105105 2 otherwise determined by the Board.
106106 3 (2) Fully funding stipends for all eligible students
107107 4 pursuing credentials in high-need certification areas, as
108108 5 determined by the State Board of Education.
109109 6 (3) Fully funding stipends for all other eligible
110110 7 students.
111111 8 If the appropriated funds are insufficient to fully fund
112112 9 all eligible students, the remaining funds shall be prorated
113113 10 across all members of the last unfunded group under this
114114 11 subsection (e).
115115 12 (f) Under the stipend program and subject to available
116116 13 appropriations, the Board shall disburse to each educator
117117 14 preparation program funds to distribute to each student
118118 15 teacher or cooperating teacher a stipend of up to $1,500 per
119119 16 academic semester, plus additional funds to pay the direct
120120 17 costs of operating the stipend program. The educator
121121 18 preparation program shall distribute stipend funds to each
122122 19 cooperating teacher in one payment.
123123 20 (g) To participate in the stipend program, the Board shall
124124 21 require a cooperating teacher to complete evidence-based
125125 22 training that covers basic responsibilities of a cooperating
126126 23 teacher, practices in supporting student teachers in school
127127 24 and early childhood education-based settings, including an
128128 25 evidence-based model of coaching, and the effective assessment
129129 26 of student teachers that aligns with relevant State educator

141141 2 (h) A cooperating teacher may receive professional
142142 3 development hours for completing cooperating teacher training
143143 4 that counts towards the cooperating teacher's license renewal
144144 5 or Gateways credential.
145145 6 (i) An educator preparation program may not prohibit an
146146 7 eligible student or an eligible cooperating teacher from
147147 8 participating in the program or receiving a stipend from the
148148 9 program.
149149 10 (j) No institution of higher education may establish or
150150 11 maintain a policy which requires student teaching for
151151 12 preservice teachers to be unpaid.
152152 13 (k) Subject to available appropriations, the Board shall
153153 14 report and evaluate the impact of the student teaching stipend
154154 15 program created by this Section. The evaluation shall include
155155 16 an analysis of the impact of the program on enrollment and
156156 17 completions in State educator preparation programs, the racial
157157 18 and ethnic diversity of educator preparation programs, hiring
158158 19 rates of students who complete educator preparation programs
159159 20 and work in public schools and early childhood programs in the
160160 21 State, and the classroom effectiveness and retention of early
161161 22 career teachers, State educator preparation, and retention
162162 23 efforts. The Board shall write this report in collaboration
163163 24 with the State Board of Education. The Board shall deliver
164164 25 this report to the General Assembly and Governor on or before
165165 26 June 30, 2028 and each June 30 thereafter.
