| 4 | 12 | | 2 Be it enacted by the People of the State of Illinois, |

| 11 | 19 | | 9 Control Board, the Environmental Protection Agency, and the |

| 12 | 20 | | 10 Department of Natural Resources and that every resource of |

| 13 | 21 | | 11 State government shall be applied to the proper preservation |

| 14 | 22 | | 12 and utilization of the waters of Lake Michigan. |

| 15 | 23 | | 13 The Environmental Protection Agency shall work in close |

| 16 | 24 | | 14 cooperation with the City of Chicago and other affected units |

| 17 | 25 | | 15 of government to: (1) terminate discharge of pollutional waste |

| 18 | 26 | | 16 materials to Lake Michigan from vessels in both intra-state |

| 19 | 27 | | 17 and inter-state navigation, and (2) abate domestic, |

| 20 | 28 | | 18 industrial, and other pollution to assure that Lake Michigan |
