11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 HB5423 Introduced , by Rep. Brad Halbrook SYNOPSIS AS INTRODUCED: 30 ILCS 105/5.1015 new35 ILCS 505/8c new605 ILCS 5/6-703 new Amends the Illinois Highway Code. Provides for the establishment and administration of the Township Rebuild Program by the Department of Transportation. Provides that the Department use the Township Rebuild Fund to award grants of no greater than $250,000 to townships with populations under 2,000 for the purpose of expanding machinery storage facilities. Amends the Motor Fuel Tax Law. Creates the Township Rebuild Fund as a special fund in the State Treasury. Provides that the Fund shall receive transfers from the Motor Fuel Tax Fund sufficient to provide awards to all eligible townships in the Illinois Township Rebuild Program. Amends the State Finance Act to make a corresponding addition. Provides that the Township Rebuild Program Fund shall be used according to the purposes described in the Transportation Funds provisions of the Revenue Article of the Illinois Constitution. 1313 1 AN ACT concerning transportation.
1414 2 Be it enacted by the People of the State of Illinois,
1515 3 represented in the General Assembly:
1616 4 Section 5. The State Finance Act is amended by adding
1717 5 Section 5.1015 as follows:

1919 7 Sec. 5.1015. The Township Rebuild Program Fund.
2020 8 Section 10. The Motor Fuel Tax Law is amended by adding

2323 11 Sec. 8c. Township Rebuild Program Fund; creation;
2424 12 distribution of proceeds. The Township Rebuild Program Fund is
2525 13 hereby created as a special fund in the State treasury. The
2626 14 Fund shall receive transfers from the Motor Fuel Tax Fund
2727 15 sufficient to provide awards to all eligible townships. Moneys
2828 16 in the Fund shall be used by the Department of Transportation
2929 17 to provide grants to townships with populations under 2,000 in
3030 18 amounts not greater than $250,000 for the purposes of building
3131 19 or expanding machinery storage facilities. Moneys in the
3232 20 Township Rebuild Program Fund shall be used according to the
3333 21 purposes described in Section 11 of Article IX of the Illinois
