11	11	1 AN ACT concerning local government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Decennial Committees on Local Government
15	15	5 Efficiency Act is amended by changing Section 10 as follows:

17	17	7 Sec. 10. Formation of committee; members; vacancy;
18	18	8 administrative support.
19	19	9 (a) By June 10, 2023 (one year after the effective date of
20	20	10 this Act) and at least once every 10 years after June 10, 2023,
21	21	11 each governmental unit must form a committee to study local
22	22	12 efficiencies and report recommendations regarding efficiencies
23	23	13 and increased accountability to the county board in which the
24	24	14 governmental unit is located. A governmental unit may elect to
25	25	15 form a committee under this subsection once every 10 years
26	26	16 after June 10, 2023.
27	27	17 (b) Each committee's membership shall include the elected
28	28	18 or appointed members of the governing board of the
29	29	19 governmental unit; at least 2 residents within the territory
30	30	20 served by the governmental unit, who are appointed by the
31	31	21 chair of the governing board, with the advice and consent of
32	32	22 the governing board; and any chief executive officer or other
33	33	23 officer of the governmental unit. The committee shall be

68	68	1 chaired by the president or chief elected or appointed
69	69	2 official of the governing board or his or her designee. The
70	70	3 chairperson may appoint additional members to the committee as
71	71	4 the chairperson deems appropriate.
72	72	5 Committee members shall serve without compensation but may
73	73	6 be reimbursed by the governmental unit for their expenses
74	74	7 incurred in performing their duties.
75	75	8 (b-5) In lieu of the committee described in subsection
76	76	9 (a), a highway commissioner of a township road district in a
77	77	10 county with a population under 400,000 and the township board
78	78	11 of the same township may form a joint committee for the
79	79	12 purposes described in subsection (a). That joint committee
80	80	13 shall include: the township trustees; the highway
81	81	14 commissioner; at least 2 residents of the territory served by
82	82	15 the governmental unit appointed by the township supervisor
83	83	16 with the advice and consent of the township board; at least one
84	84	17 resident of the governmental unit appointed by the highway
85	85	18 commissioner; and the township supervisor. The joint committee
86	86	19 shall be chaired by the township supervisor and shall issue a
87	87	20 joint report with 2 sections, one section for the township and
88	88	21 one section for the road district. Except with respect to its
89	89	22 composition and report, the joint committee shall otherwise
90	90	23 comply with subsection (b). References in this Act to a
91	91	24 "committee" shall also include a joint committee formed under
92	92	25 this subsection.
93	93	26 (c) A committee may employ or use the services of

104	104	1 specialists in public administration and governmental
105	105	2 management and any other trained consultants, analysts,
106	106	3 investigators, and assistants it considers appropriate, and it
107	107	4 may seek assistance from community colleges and universities
108	108	5 as necessary to prepare the report required under Section 25.
109	109	6 (d) If a vacancy occurs in the committee membership, the
110	110	7 vacancy shall be filled in the same manner as the appointments
111	111	8 under subsection (b).
112	112	9 (e) Each governmental unit shall provide administrative
113	113	10 and other support to its committee.
