1111 1 AN ACT concerning local government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Decennial Committees on Local Government
1515 5 Efficiency Act is amended by changing Section 10 as follows:

1717 7 Sec. 10. Formation of committee; members; vacancy;
1818 8 administrative support.
1919 9 (a) By June 10, 2023 (one year after the effective date of
2020 10 this Act) and at least once every 10 years after June 10, 2023,
2121 11 each governmental unit must form a committee to study local
2222 12 efficiencies and report recommendations regarding efficiencies
2323 13 and increased accountability to the county board in which the
2424 14 governmental unit is located. A governmental unit may elect to
2525 15 form a committee under this subsection once every 10 years
2626 16 after June 10, 2023.
2727 17 (b) Each committee's membership shall include the elected
2828 18 or appointed members of the governing board of the
2929 19 governmental unit; at least 2 residents within the territory
3030 20 served by the governmental unit, who are appointed by the
3131 21 chair of the governing board, with the advice and consent of
3232 22 the governing board; and any chief executive officer or other
3333 23 officer of the governmental unit. The committee shall be

6868 1 chaired by the president or chief elected or appointed
6969 2 official of the governing board or his or her designee. The
7070 3 chairperson may appoint additional members to the committee as
7171 4 the chairperson deems appropriate.
7272 5 Committee members shall serve without compensation but may
7373 6 be reimbursed by the governmental unit for their expenses
7474 7 incurred in performing their duties.
7575 8 (b-5) In lieu of the committee described in subsection
7676 9 (a), a highway commissioner of a township road district in a
7777 10 county with a population under 400,000 and the township board
7878 11 of the same township may form a joint committee for the
7979 12 purposes described in subsection (a). That joint committee
8080 13 shall include: the township trustees; the highway
8181 14 commissioner; at least 2 residents of the territory served by
8282 15 the governmental unit appointed by the township supervisor
8383 16 with the advice and consent of the township board; at least one
8484 17 resident of the governmental unit appointed by the highway
8585 18 commissioner; and the township supervisor. The joint committee
8686 19 shall be chaired by the township supervisor and shall issue a
8787 20 joint report with 2 sections, one section for the township and
8888 21 one section for the road district. Except with respect to its
8989 22 composition and report, the joint committee shall otherwise
9090 23 comply with subsection (b). References in this Act to a
9191 24 "committee" shall also include a joint committee formed under
9292 25 this subsection.
9393 26 (c) A committee may employ or use the services of

104104 1 specialists in public administration and governmental
105105 2 management and any other trained consultants, analysts,
106106 3 investigators, and assistants it considers appropriate, and it
107107 4 may seek assistance from community colleges and universities
108108 5 as necessary to prepare the report required under Section 25.
109109 6 (d) If a vacancy occurs in the committee membership, the
110110 7 vacancy shall be filled in the same manner as the appointments
111111 8 under subsection (b).
112112 9 (e) Each governmental unit shall provide administrative
113113 10 and other support to its committee.
