1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Department of Innovation and Technology Act
1515 5 is amended by changing Section 1-80 as follows:
1616 6 (20 ILCS 1370/1-80)
1717 7 Sec. 1-80. Generative AI and Natural Language Processing
1818 8 Task Force.
1919 9 (a) As used in this Section, "Task Force" means the
2020 10 Generative AI and Natural Language Processing Task Force
2121 11 established by this Section.
2222 12 (b) The Department shall establish the Generative AI and
2323 13 Natural Language Processing Task Force. The Task Force shall
2424 14 investigate and provide a report on generative artificial
2525 15 intelligence software and natural language processing
2626 16 software.
2727 17 (c) The Task Force shall be composed of all of the
2828 18 following members:
2929 19 (1) Two members One member appointed by the Speaker of
3030 20 the House of Representatives, one of whom who shall serve
3131 21 as a co-chairperson.
3232 22 (2) One member appointed by the Minority Leader of the

8585 18 (11) Two experts on cybersecurity, appointed by the

8787 20 (12) Two experts on artificial intelligence, appointed
8888 21 by the Governor.
8989 22 (13) Two members of statewide business associations,

9191 24 (14) The Statewide Chief Information Security Officer

9393 26 (15) Two members of statewide labor associations,

104104 1 appointed by the Governor.
105105 2 (16) The Attorney General or his or her designee.
106106 3 (d) The Task Force shall hold at least 5 public meetings in
107107 4 a hybrid format, with both virtual and in-person options to
108108 5 attend. Of those required 5 meetings, one shall be held in each
109109 6 of the following locations:
110110 7 (1) Chicago;
111111 8 (2) Springfield;
112112 9 (3) the Metro East region;
113113 10 (4) the Quad Cities region; and
114114 11 (5) Southern Illinois.
115115 12 (e) The responsibilities of the Task Force shall include
116116 13 all of the following:
117117 14 (1) recommending legislation or regulations to protect
118118 15 consumer information as it relates to generative
119119 16 artificial intelligence;
120120 17 (2) recommending model policies for schools to address
121121 18 the use of generative artificial intelligence by students
122122 19 in the classroom;
123123 20 (3) assessing the use of generative artificial
124124 21 intelligence to improve delivery of public services;
125125 22 (4) (5) protecting civil rights and civil liberties of
126126 23 individuals and consumers as it relates to generative
127127 24 artificial intelligence;
128128 25 (5) (6) assessing the use of generative artificial
129129 26 intelligence in the workforce and how this could affect
