  Be it enacted by the People of the State of Illinois, represented 2

amount of $16,111,500 or so much thereof as may be necessary, 7 
respectively, is appropriated from the General Revenue Fund to 8

Development Grant Programs pursuant to 20 ILCS 665/8a (2), 11 
including but not limited to, for purposes pe rmitted by Section 12 
9901 of the American Rescue Plan Act of 2021 and related federal 13

  Section 155. The sum of $3,000,000, or so much thereof as 15 
may be necessary and remains unexpended at the close of business 16 
on June 30, 2024, from an appropriation heretofore made for 17 
such purpose in Article 123, Section 155 of Public Act 103	-18 
0006,  as amended, is reappropriated from the State Coronavirus 19 
Urgent Remediation Emergency Fund to the Department of Commerce 20 
and Economic Opportunity for grants to support state -designated 21 
cultural districts as defined by Public Act 102 -0628, including 22

  Section. 160.  The sum of $5,248,162, or so much thereof 3

made for such purpose in Article 123, Section 160 of P ublic Act 6 
103-0006, as amended, is reappropriated from the State 7 
Coronavirus Urgent Remediation Emergency Fund to the Department 8 
of Commerce and Economic Opportunity for grants, contracts, and 9 
operational costs associated with the Tourism Attraction 10 
Development Grant Program Pursuant to 20 ILCS 665/8a(2), 11

  Section. 165. The sum of $6,072,820, or so much thereof as 13 
may be necessary and remains unexpended at the close of business 14 
on June 30, 2024, less $6,072,581 to be lapsed 	from and 15

reappropriated from the State Coronavirus Urgent Remediation 18 
Emergency Fund to the Department of Commerce and Economic 19 
Opportunity for grants, contracts, and operational costs 20 
associated with promotion of and advertising Illinois as a 21 
tourism destination, including but not limited to, for purposes 22

103-0006, as amended, is reappropriated from the State 8 
Coronavirus Urgent Remediation Emergency Fund to the Department 9 
of Commerce and Economic Opportunity for grants, contracts, and 10 
operational costs associated with local chambers of commerce 11 
recovery grants pursuant to 20 ILCS 605/605 -1105, including but 12 
not limited to, for purposes allowed by Section 9901 of the 13 
American Rescue Plan Act of 2021 and any associated federal 14 
guidance, including prior year s’ costs. 15 
 
  Section 175. The sum of $5,000,000, or so much thereof as 16 
may be necessary and remains unexpended at the close of business 17 
on June 30, 2024, from an appropriation heretofore made for 18 
such purpose in Article 123, Section 175 of Public Act 103	-19 
0006,  as amended, is reappropriated from the State Coronavirus 20 
Urgent Remediation Emergency Fund to the Department of Commerce 21 
and Economic Opportunity for a grant to the Here to Stay 22 
Community Land Trust for acquisition and rehabilitation of 23

may be necessary and remains unexpended at the close of business 5 
on June 30, 2024, from an appropriation heretofore made for 6 
such purpose in Article 123, Section 180 of Public Act 103	-7 
0006,  as amended, is reappropriated from the State Coronavirus 8 
Urgent Remediation Emergency Fund to the Department of Commerce 9 
and Economic Opportunity for the purpose of making grants, 10 
contracts, and loans under the American Rescue Plan Capital 11 
Assets (ARPCAP) Program, including prior incurred costs.  12 
 
  Section 185. The sum of $5,000,000, or so much thereof as 13 
may be necessary and remains unexpended at the close of business 14 
on June 30, 2024, from an appropriation heretofore made for 15 
such purpose in Article 123, Section 185 of Public Act 103	-16 
0006,  as amended, is reappropriate d from the State Coronavirus 17 
Urgent Remediation Emergency Fund to the Department of Commerce 18 
and Economic Opportunity for grants, contracts, and operational 19 
costs associated with the development and implementation of Job 20 
Training and Workforce Recovery pro grams pursuant to 20 ILCS 21

  Section 190. The sum of $1,000,000, or so much thereof as 1 
may be necessary, is appropriated from the State Coronavirus 2 
Urgent Remediation Emergency Fund to the Department of Commerce 3

of Carter Temple Community Development Corporation, including 5 
but not limited to, for purposes allowed by Section 9901 of the 6 
American Rescue Plan Act of 2021 and any associated federal 7 
guidance, including prior years’ costs . 8 
 
Section 999. Effective date. This Act takes effect July 1, 9 
2024. 10
