Jehan Gordon -Booth SYNOPSIS AS INTRODUCED: Makes appropriations for the ordinary and contingent expenses of the Governor's Office of Management and Budget for the fiscal year beginning July 1, 2024, as follows: General Funds $ 4,700,000 Other State Funds $616,063,400 Total $620,763,400 OMB103 00309 LMM 45309 b HB5698 OMB103 00309 LMM 45309 b AN ACT concerning appropriations. 1 Be it enacted by the People of the State of Illinois, represented 2 in the General Assembly: 3 ARTICLE 1 4 Section 5. The amount of $3,150,000, or so much thereof as 5 may be necessary, is appropriated from the General Revenue Fund 6 to the Governor’s Office of Management and Budget to meet its 7 operational expenses for the fiscal year ending June 30, 2025. 8 Section 10. The amount of $100,000, or so much thereof as 9 may be necessary, is appropriated from the General Revenue Fund 10 to the Governor’s Office of Management and Budget to meet its 11 operational expenses for Youth Budget Commission. 12 Section 15. The amount of $ 400,000, or so much thereof as 13 may be necessary, is appropriated from the General Revenue Fund 14 to the Governor’s Office of Management and Budget to meet its 15 operational expenses for the Budgeting for Results Initiative. 16 Section 20. The sum of $500,000, or so m uch thereof as may 17 be necessary, is appropriated from the General Revenue Fund to 18 the Governor’s Office of Management and Budget for all costs 19 HB5698 -2- OMB103 00309 LMM 45309 b and administrative expenses associated with financial audits, 1 internal controls, and reporting of the State’s fin ancial 2 statements. 3 Section 25. The amount of $1,400,000, or so much thereof 4 as may be necessary, is appropriated from the Capital 5 Development Fund to the Governor’s Office of Management and 6 Budget for ordinary and contingent expenses associated with th e 7 sale and administration of General Obligation bonds. 8 Section 30. The amount of $650,000, or so much thereof as 9 may be necessary, is appropriated from the Build Illinois Bond 10 Fund to the Governor’s Office of Management and Budget for 11 ordinary and contingent expenses associated with the sale and 12 administration of Build Illinois bonds. 13 Section 35. The amount of $609,900,000, or so much thereof 14 as may be necessary, is appropriated from the Build Illinois 15 Bond Retirement and Interest Fund to the Governor’s Office of 16 Management and Budget for the purpose of making payments to the 17 Trustee under the Master Indenture as defined by and pursuant 18 to the Build Illinois Bond Act. 19 Section 40. The amount of $113,400, or so much thereof as 20 may be necessar y, is appropriated from the School 21 HB5698 -3- OMB103 00309 LMM 45309 b Infrastructure Fund to the Governor’s Office of Management and 1 Budget for operational expenses related to the School 2 Infrastructure Program. 3 Section 45. The sum of $4,000,000, or so much thereof as 4 may be necessary, is appropriated from the Grant Accountability 5 and Transparency Fund to the Governor’s Office of Management 6 and Budget for costs in support of the implementation and 7 administration of the Grant Accountability and Transparency Act 8 and the Budgeting for Result s initiative. 9 Section 50. The sum of $550,000, or so much thereof as may 10 be necessary, is appropriated from the General Revenue Fund to 11 the Governor’s Office of Management and Budget for all costs 12 and administrative expenses associated with implementin g, 13 monitoring and reporting State agency expenditures of funds 14 received from the federal government, including funds made 15 available under the American Rescue Plan Act or any other 16 federal acts. 17 Section 55. No contract shall be entered into or obligation 18 incurred for any expenditures from the appropriations made in 19 Sections 25, 30 and 35 until after the purposes and amounts 20 have been approved in writing by the Governor . 21 HB5698 -4- OMB103 00309 LMM 45309 b Section 99. Effective date. This Act takes effect July 1, 1 2024. 2
