to the Environmental Protection Agency for use in accordance 6 
with Section 25c-1 of the Environmental Protection Act. 7 
 
  Section 25.  The amount of $4,000,000, or so much thereof 8 
as may be necessary, is appropriated from the Environmental 9 
Protection Trust Fund to the Environmental Protection Agency 10 
for awards and grants as directed by the Environmental 11 
Protection Trust Fund Commission. 12 
 
  Section 30.  The sum of $ 32,000,000, or so much thereof as 13 
may be necessary, is appropriated to the Environmental 14 
Protection Agency from the Motor Fuel Tax Fund for deposit into 15

may be necessary, is appropriated from the Solid Waste 16 
Management Fund to the Environmental Protection Agency for all 17 
costs associated with solid waste management activities, 18 
including prior years’ costs. 19 
 
  Section 90.  The sum of $ 753,800, or so much thereof as may 20 
be necessary, is appropriated from the Solid Waste Management 21

accordance with the Consumer Electronics Recycling Act(CERA) . 1 
 
  Section 95.  The sum of $ 2,998,800, or so much thereof as 2 
may be necessary, is appropriated from the Subtitle D 3 
Management Fund to the Environmental Protection Agency for the 4 
purpose of funding the Subtitle D permit program in accordance 5 
with Section 22.44 of the Environmental Protection Act. 6 
 
  Section 100.  The sum of $1,500,000 or so much thereof as 7 
may be necessary, is appropriated from the Brownfields 8 
Redevelopment Fund to the Environmental Protection Agency for 9 
all expenses related to the Brownfield s Redevelopment program. 10 
 
  Section 105.  The sum of $4,500,000, or so much thereof as 11 
may be necessary, is appropriated from the Brownfields 12 
Redevelopment Fund to the Environmental Protection Agency for 13 
financial assistance for Brownfields redevelopment i	n 14 
accordance with 58.3(5), 58.13 and 58.15 of the Environmental 15

as may be necessary, is appropriated from the EPA Energy 6 
Projects Fund to the Environmental Protection Agency for 7 
expenses and grants connected with the HOMES Rebate Program as 8 
authorized by Section 50121 of the Inflation Reduction Act of 9 
2022 (IRA). 10 
 
  Section 155. The sum of $131,453,000, or so much thereof 11 
as may be necessary, is appropriated from the EPA Energy 12 
Projects Fund to the Environmental Protection 	Agency for 13 
expenses and grants connected with the HEEHRA Rebate Program 14 
as authorized by Section 50122 of the Inflation Reduction Act 15 
of 2022 (IRA). 16 
 
  Section 160. The sum of $5,000,000, or so much thereof as 17 
may be necessary, is appropriated from the EPA Energy Projects 18 
Fund to the Environmental Protection Agency for expenses and 19 
grants connected with energy programs, including prior year s’ 20 
costs. 21

  Section 165.  The sum of $6,000,000, or so much thereof as 1 
may be necessary, is appropriated from the Fede ral Energy Fund 2 
to the Environmental Protection Agency for expenses and grants 3 
connected with the State Energy Program, including prior year s’ 4 
costs. 5 
 
  Section 170. The sum of $ 12,260,000, or so much thereof as 6 
may be necessary, is appropriated from the F ederal Energy Fund 7 
to the Environmental Protection Agency for costs associated 8 
with State Energy Programs as authorized by Title I of Division 9 
D in Section 40109 of the Infrastructure Investment and Jobs 10 
Act (IIJA). 11 
 
  Section 175. The sum of $ 15,963,300, or so much thereof as 12 
may be necessary, is appropriated from the Federal Energy Fund 13 
to the Environmental Protection Agency for costs associated 14 
with the Energy Revolving Loan Program as authorized by Title 15 
V of Division D in Section 40502 of the Infrastru cture and 16 
Investment and Jobs Act (IIJA). 17 
 
  Section 180. The sum of $2,910,000, or so much thereof as 18 
may be necessary, is appropriated from the Federal Energy Fund 19 
to the Environmental Protection Agency for costs associated 20 
with the Energy Efficiency and Conservation Block Grant Program 21

and Investment and Jobs Act (IIJA) in accordance with Section 1 
544 of the Energy Independence and Security Act of 2007. 2 
 
  Section 185. The sum of $5,000,000, or so much thereof as 3 
may be necessary, is appropriated from the Energy Efficiency 4 
Trust Fund to the Environmental Protection Agency for grants 5 
pursuant to subsection (b) of Section 6 -6 of the Renewable 6 
Energy, Energy Efficiency, and Coal Resources Developmen t Law 7 
of 1997. 8 
 
  Section 190. The sum of $200,000, or so much thereof as may 9 
be necessary, is appropriated from the Energy Efficiency Trust 10 
Fund to the Environmental Protection Agency for operational 11 
expenses related to administering grants made pursuant 	to 12 
subsection (b) of Section 6 -6 of the Renewable Energy, Energy 13 
Efficiency, and Coal Resources Development Law of 1997. 14 
 
  Section 195. The sum of $10,000,000, or so much thereof as 15 
may be necessary, is appropriated to the Environmental 16 
Protection Agency from the EPA Energy Projects Fund for all 17 
costs associated with the Great Lakes Environmental Justice 18 
grant program, including prior years’ costs. 19

  Section 5. The sum of $ 80,000,000, or so much thereof as 9

business on June 30, 202 4, from the appropriation heretofore 11 
made in Article 80, Section 5, of Public Act 103-0006 as 12 
amended, is reappropriated from the VW Settlement Environmental 13 
Mitigation Fund to the Enviro nmental Protection Agency for all 14 
costs, including administrative expenses, associated with 15 
funding eligible mitigation actions that achieve reductions of 16 
emissions in accordance with the Environmental Mitigation Trust 17 
Agreement relating to the Partial Con sent Decree between U.S. 18 
Department of Justice, Volkswagen AG and other settling 19 
defendants.  20

may be necessary, and remains unexpended, at the close of 1 
business on June 30, 202 4, from the appropriation heretofore 2 
made in Article 79 Section 185 and Article 80 Section 10, of 3

Energy Efficiency Trust Fund to the Environmental Protection 5 
Agency for grants pursuant to subsectio n (b) of Section 6-6 of 6 
the Renewable Energy, Energy Efficiency, and Coal Resources 7 
Development Law of 1997 . 8 
 
  Section 15. The sum of $ 1,684,244, or so much thereof as 9 
may be necessary and remains unexpended at the close of business 10 
on June 30, 2024, from an appropriation heretofore made for 11 
such purpose in Article 79, Section 190 of Public Act 103 -0006, 12 
as amended, is reappropriated from the U.S. Environmental 13 
Protection Fund to the Environmental Protection Agency for 14 
enforcement of actions under the Gulf Hypoxia Action Plan 15 
pursuant to the Infrastructure Investment and Jobs Act (IIJA). 16 
 
Section 99. Effective date. This Act takes effect July 1, 17 
2024. 18
